{"id":13892,"date":"2018-11-08T21:05:21","date_gmt":"2018-11-08T21:05:21","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/11\/08\/what-the-midterm-elections-could-mean-for-the-federal-cybersecurity-agenda\/"},"modified":"2026-08-08T17:52:12","modified_gmt":"2026-08-08T17:52:12","slug":"what-the-midterm-elections-could-mean-for-the-federal-cybersecurity-agenda","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/home\/2018\/11\/08\/what-the-midterm-elections-could-mean-for-the-federal-cybersecurity-agenda\/","title":{"rendered":"What the midterm elections could mean for the federal cybersecurity agenda"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">When Democrats take control of the House of Representatives in January, expect a continuation of the current federal cybersecurity agenda on Capitol Hill with slight modifications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both houses of Congress will be tasked with overseeing President Donald Trump\u2019s new cyber strategy, which has been trumpeted by administration officials for taking more offensive cyber operations and bolstering the federal government\u2019s cyber defenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIT modernization will always remain a top priority no matter who is in control because it is a legacy priority,\u201d Robert Ferrell, a vice president at World Wide Technology and former Army CIO told Fifth Domain. \u201cThere is a huge demand to fix things&#8221; on both sides of the aisle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Robin Kelly, D-Ill., ranking member of the House\u2019s IT oversight subcommittee, said in a statement to Fifth Domain that her priorities in Congress are \u201cenhancing cybersecurity, holding Administrations accountable, protecting families\u2019 privacy and preparing our workforce for the jobs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kelly has also been a <a href=\"https:\/\/robinkelly.house.gov\/media-center\/press-releases\/ranking-member-kelly-comments-on-it-subcommittee-report-on-artificial\">proponent<\/a> of workforce training and re-training, greater access to government data, and confronting Chinese innovation in AI.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kelly said she hopes Democrats focus on the impact that artificial intelligence can have when her party is in control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In September 2018, the IT subcommittee<a href=\"https:\/\/oversight.house.gov\/wp-content\/uploads\/2018\/09\/AI-White-Paper-.pdf\" target=_blank> released a report<\/a> on how artificial intelligence could impact U.S. policy, which called \u201cfor the federal government to increase federal spending on research and development to maintain American leadership with respect to AI.\u201d In short, lawmakers were worried artificial intelligence could increase the severity of cyberattacks. Previously, she said she wants to ensure security measures for internet-connected devices like webcams comes \u201cbaked in.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although committee assignments will not be handed out for weeks, if Kelly were to take the gavel in the subcommittee, there is not likely to be a major shift in federal cybersecurity priorities from the previous Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kelly <a href=\"https:\/\/robinkelly.house.gov\/media-center\/in-the-news\/reps-hurd-kelly-introduce-bill-to-elevate-federal-cio-ciso-roles\">worked<\/a> <a href=\"https:\/\/www.axios.com\/sounding-an-ai-alarm-in-congress-over-china-cfba96f8-5a6c-49ce-a205-feb2dba0ed39.html\">closely<\/a> with the subcommittee\u2019s current chairman, Rep. Will Hurd, R-Tex., who narrowly won his re-election bid. The two are friends and will likely continue to lead bipartisan efforts together. In September, Kelly and Hurd introduced legislation to help streamline federal IT and codify the position of the federal chief information security officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen it comes to cybersecurity, we cannot afford to let good policy sit on the shelf because of whose name is on the sponsor line,\u201d she wrote in a January 2018
