{"id":14011,"date":"2019-09-09T17:55:18","date_gmt":"2019-09-09T17:55:18","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2019\/09\/09\/can-states-get-ahead-of-election-system-cyberthreats\/"},"modified":"2026-08-08T17:52:08","modified_gmt":"2026-08-08T17:52:08","slug":"can-states-get-ahead-of-election-system-cyberthreats","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2019\/09\/09\/can-states-get-ahead-of-election-system-cyberthreats\/","title":{"rendered":"Can states get ahead of election system cyberthreats?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Amid fears of attacks against the 2020 election, the Cybersecurity and Infrastructure Security Agency (CISA) within the the Department of Homeland Security (DHS) is making progress in its efforts to gain state participation in its cybersecurity programs, according to its director.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chris Krebs \u2014 the director of CISA, an agency charged with protecting the nation\u2019s critical infrastructure from cyberattacks \u2014 said at the Billington Cybersecurity Summit Sept. 5 that a significant amount of agency effort is \u201craising awareness\u201d on potential ransomware efforts targeting state voter registration databases, in which an attacker encrypts a database and will unlock it for a fee, usually paid in bitcoin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re over halfway there to getting every state signed up for cyber hygiene scanning,\u201d Krebs said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Krebs also said that he\u2019s trying to get states to take their participation a step further.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe last hurdle here is vulnerability disclosure programs, making sure we get as many states as possible understanding the value of a vulnerability disclosure programs so that they\u2019re not going at it alone \u2014 they have a team of security researchers working behind them,\u201d Krebs said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With states in charge of their own election security, it means that critical states that could swing the election may not be prepared for threats next year. Asked if he\u2019s prioritizing security swing states over other states, Krebs said that he is not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s who comes to us and asks for help, and then we\u2019ll continue to refine down from there where we think the risk is,\u201d Krebs said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cities, school districts and hospitals across the country have been hit by ransomware in recent weeks. Krebs told reporters that states have been coming to CISA for ransomware guidance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s been a pretty active communications pattern over the last several months,\u201d Krebs said. &#8216;Ransomware is not a problem that\u2019s going away.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CISA put out ransomware guidance <a href=\"https:\/\/www.fifthdomain.com\/civilian\/2019\/08\/22\/when-it-comes-to-ransomware-the-best-play-is-not-to-pay\/\" target=_blank>in late August<\/a> in an effort to help states to protect themselves or recover from such an attack, but also prodded organizations not to make the payment to attackers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEvery time a company, an agency, a jurisdiction, whatever, pays it out, it just validates the model,\u201d Krebs said at the summit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moving forward, CISA is trying to \u201cget ahead\u201d of the cyberthreats going into 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo what we\u2019re trying to do is just threat model here. We are trying to look at, given what we know today about what criminal actors are doing, what is the worst-case scenario a year from now?
