{"id":14381,"date":"2015-10-30T19:35:29","date_gmt":"2015-10-30T19:35:29","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2015\/10\/30\/federal-cyber-strategy-plan-released\/"},"modified":"2026-08-08T04:38:25","modified_gmt":"2026-08-08T04:38:25","slug":"federal-cyber-strategy-plan-released","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2015\/10\/30\/federal-cyber-strategy-plan-released\/","title":{"rendered":"Federal cyber strategy plan released"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Cybersecurity has become a central focus for the federal government and now agencies have new guidance on where their cybersecurity posture should be and how to get there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After revealing that the personal information on more than 4 million current, former and prospective federal employees \u2014 a number later increased to 21.5 million \u2014 had been stolen in a massive breach of networks owned by the Office of Personnel Management, Federal CIO Tony Scott instituted a 30-day Cyber Sprint to increase security across the government.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">The results of that work were brought together for the Office of Management and Budget&#8217;s new cybersecurity strategy, released on Oct. 30.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.whitehouse.gov\/sites\/default\/files\/omb\/memoranda\/2016\/m-16-04.pdf\" title=\"https:\/\/www.whitehouse.gov\/sites\/default\/files\/omb\/memoranda\/2016\/m-16-04.pdf\">Cybersecurity Strategy Implementation Plan<\/a> focuses on five areas:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Identification and protection of high-value assets and information;<\/li><li>Timely detection of and rapid response to cyber incidents;<\/li><li>Rapid recovery from incidents and accelerated adoption of lessons learned during the cyber sprint;<\/li><li>Recruitment and retention of a highly-skilled cybersecurity workforce; and<\/li><li>Efficient and effective acquisition and deployment of existing and emerging technologies.<\/li><\/ul>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">The strategy includes security objectives \u2014 &#8220;What we need to achieve&#8221; \u2014 and actions \u2014 &#8220;How and where we focus our efforts to achieve those objectives&#8221; \u2014 for agencies to begin work on immediately. Agency CIOs and CISOs will be directly responsible for implementing most of the strategy.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1280\" height=\"720\" src=\"\/wp-content\/uploads\/2026\/08\/635818164124586332-presentation1jpg.jpg\" alt=\"\" class=\"wp-image-45627\" class=\"wp-block-paragraph\">Along with the broader strokes, CSIP also mentions specific programs, including accelerating the rollout of the Continuous Diagnostics and Mitigation (CDM) program and the sophisticated Einstein firewall.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">Along with the new strategy, <a href=\"https:\/\/www.whitehouse.gov\/sites\/default\/files\/omb\/memoranda\/2016\/m-16-03.pdf\" title=\"https:\/\/www.whitehouse.gov\/sites\/default\/files\/omb\/memoranda\/2016\/m-16-03.pdf\">OMB also issued a memo<\/a> offering agencies guidance on complying with mandates of the Federal Information Security Modernization Act (FISMA), which was updated late last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The guidance includes information on assessing and reporting agency cybersecurity posture and new requirements for reporting on and responding to significant
