On a crisp, sun-drenched afternoon in late September 2013, I had the rare opportunity of accompanying the Director of the Secret Service to an abandoned tarmac near JFK International Airport. The vast expanse of concrete had been converted into a staging area for the Secret Service as they prepared motorcades for the 150 soon to arrive heads of state for the annual United Nations General Assembly (UNGA) in New York City.<\/p>\n\n\n\n

It is hard to comprehend the scale of the work that faces the world’s finest protective organization until you see row upon row of black Suburbans and associated chase vehicles preparing for an annual event of this magnitude. In the ensuing days of UNGA, I witnessed the first-rate execution of logistics, tactics, diplomacy and protection that has been synonymous with the Secret Service for so many decades.<\/p>\n\n\n\n

Unfortunately, that is not the Secret Service I read about in the news these days. A series of high profile breakdowns and errors in judgment dating back to the state dinner party crashers in 2009 have left the Secret Service on the defensive with the White House, Congress, the Department of Homeland Security and the public. The recent landing of a drone on the White House lawn is just the latest challenge facing the agency as they struggle to assemble a new management team.<\/p>\n\n\n\n

\"[ID=22978945]\"The good news is that Interim Director, Joe Clancy, a seasoned veteran of the Presidential Protective Detail, is widely respected within the ranks of the Service and has the backing of the president and DHS Secretary Jeh Johnson to make the necessary changes recently chronicled by a DHS Special Review Committee.<\/p>\n\n\n\n

The Secret Service did not end up in this tight spot overnight, and there is no quick fix on the horizon. It will take a sustained campaign over the next several years that will need to include the following elements.<\/p>\n\n\n\n

People<\/span><\/b><\/p>\n\n\n\n

While most organizations make the claim that their people are the most important asset, nowhere is that statement truer than at the Secret Service. With approximately 6,500 employees spread across the ranks of special agents, uniform division and support functions, the vast majority of their spending is on personnel costs. In recent years, the number of employees has been reduced by nearly 500 positions. The Secret Service has taken steps to justify the need for additional staffing, yet they lack a coherent human capital strategic plan. Additionally, there is a feeling among the rank and file that promotions are not merit-based. This has manifested itself in some of the low scores coming out of the most recent Federal Employee Viewpoint Survey. A transparent, repeatable process for elevating talented staff will help build a bench that will become the leadership of the agency for years to come.<\/p>\n\n\n\n

Finally, there needs to be a renewed emphasis on expanding and protecting training resources. Some of the recent operational breakdowns have centered on personnel that didn’t seem to know what to do when confronted with an unexpected threat or circumstance.<\/p>\n\n\n\n

Budget<\/span><\/b><\/p>\n\n\n\n

Another area that will need attention if critics want to see progress is in the budget for the Secret Service. While DHS leadership has tried to find resources for important initiatives like White House counter measures, much more will need to be done. More staff will cost money and the demands on the Service are not diminishing. The 2016 campaign will be more expensive with an ever expanding field of candidates on the Republican side. Also, when President Obama leaves office in January 2017 he will still require a significant Secret Service presence. There will also be increased recapitalization costs as aging assets need replacement. It will not only take money, but also flexibility. The reason the Secret Service often has to contend with the prospect of an Anti Deficiency Act violation at the end of each fiscal year is because of an inability to move money between their two main funds \u2013 protection and financial crimes investigations. Congress should provide the Secret Service with additional account flexibility in exchange for greater oversight and reporting.<\/p>\n\n\n\n

Technology<\/span><\/b><\/p>\n\n\n\n

When I arrived at DHS in 2009, I was shocked to see the state of the technology platform for such an essential law enforcement organization. While Congress has rightly invested in the White House Communications Agency, the same cannot be said about the technology approach for the Secret Service as a whole. The Secret Service needs a 21st<\/sup> Century comprehensive communications system that takes advantage of emerging mobile technologies.<\/p>\n\n\n\n

The recent drone incident highlighted another technology issue the service has been concerned about for some time. This is an example of where additional R&D and production of counter-measures will be needed to detect and disable devices that are increasingly smaller and easy to acquire. As the threats continues to evolve and expand, so too should the investments and innovation necessary to stay ahead of our adversaries.<\/p>\n\n\n\n

Another area for investment is in the Service’s cybersecurity capabilities. Based on their expertise in financial cybercrimes through the Electronic Crimes Task Forces, the Secret Service can be an incredible asset as first responders for incidents in other critical infrastructure sectors as well.<\/p>\n\n\n\n

While in my estimation the Secret Service is still among the premier law enforcement organizations in the world, there is no overlooking the recent mistakes and missteps that have plagued the agency. Their job is made even harder by the fact that there is no room for errors in this critical line of work.<\/p>\n\n\n\n

The key in the months ahead will be to engage in a constructive dialogue with Director Clancy and the talented men and women of the agency to set a new course that establishes clear, measurable priorities that can be achieved and sustained over time.<\/p>\n","protected":false},"excerpt":{"rendered":"
