{"id":15083,"date":"2014-12-04T17:08:03","date_gmt":"2014-12-04T17:08:03","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2014\/12\/04\/administration-releases-guidance-to-transform-procurement-methods-strengthen-workforce\/"},"modified":"2026-08-08T04:41:03","modified_gmt":"2026-08-08T04:41:03","slug":"administration-releases-guidance-to-transform-procurement-methods-strengthen-workforce","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/acquisition\/2014\/12\/04\/administration-releases-guidance-to-transform-procurement-methods-strengthen-workforce\/","title":{"rendered":"Administration releases guidance to transform procurement methods, strengthen workforce"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Agencies will need to revamp their procurement methods, strengthen their acquisition workforces and build stronger vendor relationships under <a href=\"http:\/\/www.whitehouse.gov\/sites\/default\/files\/omb\/procurement\/memo\/simplifying-federal-procurement-to-improve-performance-drive-innovation-increase-savings.pdf\">guidance released Dec. 4<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anne Rung, the director of the Office of Federal Procurement Policy, said in a<a href=\"http:\/\/www.whitehouse.gov\/blog\/2014\/12\/04\/transforming-marketplace-simplifying-federal-procurement-improve-performance-drive-i\"> blog post<\/a> while agencies have made progress cutting billions in contract spending and reducing duplication there is a critical need for a new paradigm in procurement processes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The overwhelming feedback from industry and other stakeholders is that the sheer complexity of the Federal contracting space is leading to less innovation, higher costs, and weaker performance,&#8221; <a href=\"http:\/\/www.whitehouse.gov\/blog\/2014\/12\/04\/transforming-marketplace-simplifying-federal-procurement-improve-performance-drive-i\">she said<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She said there were more than 3,300 contracting units across government with a lot of duplication of effort. For example, in fiscal 2013 there were more than 23,000 separate awards for HR training and services. Agencies also have no ability to share pricing information, which can vary on any single item by up to 300 percent, Rung said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now agencies will be moving toward a system called &#8220;category management&#8221; \u2013 where the administration designates an expert or agency in a particular purchasing area and that expert helps drive down costs, provide streamlined contract vehicles and handles pricing. About $270 billion in annual spending is by agency purchasing common goods and services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>RELATED<\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>GSA adopts agile acquisition for government marketplace <\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Big changes may be awaiting GSA&#8217;s schedules program<\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Anne Rung: Simplifying contracting is job one<\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The General Services Administration has already started developing its own category management system, and the agency will contribute to more guidance being developed on the subject, <a href=\"http:\/\/www.whitehouse.gov\/sites\/default\/files\/omb\/procurement\/memo\/simplifying-federal-procurement-to-improve-performance-drive-innovation-increase-savings.pdf\">according to the guidance<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The administration&#8217;s Strategic Sourcing Leadership Council will be implementing category management across government and will help pick the experts and agencies for various categories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Office of Management and Budget will also team up with the Office of Science and Technology Policy to increase the ability of agency&#8217;s to procure digital and IT services. OFPP will develop a pilot program to train agency personnel in innovative digital IT acquisition techniques and then deploy those trained personnel back to their agencies to encourage innovation in IT procurement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The guidance also encourages agencies to improve and streamline the contractor registration process and make it easier for inexperienced contractors to find and bid on government contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within 180 days of the release of the guidance the OFPP must make recommendations on how to reduce the regulatory burden on contractors looking to sell commercial items. The Federal Acquisition Regulatory Council also has 180 days to remove or revise outdated regulations, according to the guidance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We must transform the marketplace and create a new model for Federal contracting that&#8217;s based on sharing information, best practices, and increased collaboration between Federal agencies, and between agencies and
