Chris Van Hollen, D-Md., at a Dec. 7 roundtable with representatives from federal employee unions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe shouldn\u2019t be doing unrelated business until we take up those bills. We could do it as soon as we get in tomorrow.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/pay-benefits\/2018\/12\/29\/trump-formalizes-federal-pay-freeze-for-2019\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1085067124.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Trump formalizes federal pay freeze for 2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">President Donald Trump signed an executive order Dec. 28 formalizing his previously stated intent to freeze federal employee pay in 2019.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Democratic and Republican leadership, as well as the White House, have been debating for the past couple weeks about <a href=\"https:\/\/www.federaltimes.com\/management\/budget\/2018\/12\/21\/shutdown-watch-house-passes-cr-with-border-wall-funding\/\" target=_blank>how to end the government shutdown and pass legislation to fund the government<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though the Democrat-led House passed measures Thursday to completely fund nearly all federal agencies entirely for 2019 and fund the Department of Homeland Security through Feb. 8, President Donald Trump has said that he will not sign funding legislation that does not include the more than $5 billion for a wall at the U.S.-Mexico border.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House-passed bill does not include that funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But McConnell has said that he will not bring legislation to a Senate floor vote that the president is unwilling to sign.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf Sen. McConnell does not allow these bills to the Senate floor, it will be his shutdown as much as it is President Trump\u2019s shutdown,\u201d said Matt Biggs, secretary-treasurer of the International Federation of Professional and Technical Engineers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, over 800,000 federal employees \u2014 approximately 40 percent of the federal workforce \u2014 are either working without pay or furloughed and banned from coming into work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to employees at the roundtable, the lack of paychecks impacts not only their ability to pay for large things like their mortgages, but also prevents them from affording smaller necessities, such as school lunches and transport costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHere I am as an essential employee that has got to go to work every day, and I\u2019m trying to figure out how to pay for my child\u2019s lunch,\u201d said Tyra McClelland, an employee with the Court Services and Offender Supervision Agency and member of the American Federation of Government Employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThen, as an essential employee, I\u2019ve got to figure out how to get to work. I don\u2019t have the money to do that, either; there\u2019s no money to get gas. Those that are eligible for Metro benefits, they won\u2019t be eligible for them until February. So how are they going to get to work between now and February?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to roundtable attendees, many of the impacted feds are working paycheck to paycheck, which makes the loss of even one check hard to bear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The shutdown also backs up the dozens of different types of cases the federal government hears and prosecutes on a regular basis, as the agencies do not have funding to proceed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI decide in discrimination cases that federal employees file against their agencies,\u201d said David Norken, administrative judge at the Equal Employment Opportunity Commission and AFGE member. \u201cAt this point in time, we\u2019re cancelling cases, we\u2019re cancelling hearings.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And, according to roundtable participants, even the essential employees still working without pay at many agencies aren\u2019t enough to keep basic operations running.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you think of us, as essential employees, as the head, nonessential employees are the neck.
