{"id":15147,"date":"2016-04-22T16:06:16","date_gmt":"2016-04-22T16:06:16","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2016\/04\/22\/retired-fed-spied-on-colleagues-using-manager-s-login\/"},"modified":"2026-08-08T04:42:08","modified_gmt":"2026-08-08T04:42:08","slug":"retired-fed-spied-on-colleagues-using-manager-s-login","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2016\/04\/22\/retired-fed-spied-on-colleagues-using-manager-s-login\/","title":{"rendered":"Retired fed spied on colleagues using manager&#8217;s login"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Interior Department inspector general released the summary of a 2015 investigation into a minor denial-of-service incident that turned out to be the result of a retired employee&#8217;s habit of logging in remotely using her former manager&#8217;s credentials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dana Beach retired in 2012 from the DOI Business Center (IBC) \u2014\u00a0a shared services provider that offers things like <a href=\"http:\/\/www.federaltimes.com\/story\/government\/cybersecurity\/2015\/06\/09\/opm-hack-other-networks\/28749945\/\">data center management for multiple federal agencies<\/a> \u2014\u00a0where she worked as an IT specialist. After leaving the IBC, Beach used the system administrator&#8217;s password to log in remotely at least seven times, accessing &#8220;an unknown number of personnel documents,&#8221; according to the IG.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Download:\u00a0<\/strong><a href=\"https:\/\/www.doioig.gov\/sites\/doioig.gov\/files\/InvestigativeSummary_IBCComputerIntrusion_0.pdf\">Summary of IG Investigation into IBC Computer Intrusion<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IG said the administrator gave Beach his log in credentials \u2014\u00a0in violation of DOI policy \u2014\u00a0but &#8220;could not determine&#8221; whether he had knowledge of her post-retirement intrusions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a signed statement included with the plea agreement, in at least one instance, Beach logged onto an IBC server remotely on a Sunday. Using the administrator&#8217;s credentials, she accessed a former colleague&#8217;s computer and neglected to log out when finished. When the IBC employee arrived at work on Monday, he found the administrator signed in to his account, preventing him from logging in that morning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This incident prompted an investigation, which led to Beach. Investigators executed a search warrant on her home and found her personal laptop, which had been used to access IBC systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While in the system, Beach allegedly read through several documents and employee emails. According to <a href=\"https:\/\/www.doioig.gov\/sites\/doioig.gov\/files\/DOIOIG_SemiannualReportToCongress_October2015.pdf\">an October 2015 report to Congress<\/a>, Beach told investigators she &#8220;did this out of curiosity.&#8221; The newly released IG summary adds she &#8220;accessed the network to read correspondence amongst her colleagues, who she felt were &#8216;targeting her.'&#8221;<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">The IG report also notes Beach accessed emails and documents above her authorization level 17 times while still working at IBC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beach admitted illegally logging in to the network during an interview with IG investigators and later pleaded guilty to a misdemeanor charge of computer intrusion in August 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of her plea deal, Beach was order to pay $17,480 in restitution for IBC&#8217;s investigation and mitigation costs, serve two years probation and prohibited from working for the U.S. government or any federal contractors until October 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The maximum sentence she
