Jim Langevin, D-R.I., said on a German Marshall Fund webinar May 29 that he wants Congress to provide that in an upcoming coronavirus relief bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A record number of Americans have filed for unemployment in the United States as businesses furlough and lay off employees due to disruptions caused by the pandemic. But the unprecedented waves have crashed antiquated IT systems in states across the country, <a href=\"https:\/\/www.washingtonpost.com\/news\/powerpost\/paloma\/the-technology-202\/2020\/04\/02\/the-technology-202-state-unemployment-websites-are-crashing-amid-record-number-of-claims\/5e84ee3e88e0fa101a758301\/\" target=\"_blank\">as reported by The Washington Post<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEvery state in the country has been hit by a tsunami of claims for unemployment insurance, and it\u2019s been very difficult to respond,\u201d said Langevin, who chairs the House Armed Services Committee\u2019s Subcommittee on Emerging Threats and Capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New unemployment numbers released by the Labor Department on May 28 show that more than 2 million Americans filed for unemployment last week, bringing the total number of jobless claims <a href=\"https:\/\/www.nytimes.com\/2020\/05\/28\/business\/unemployment-stock-market-coronavirus.html\" target=_blank>up to 40 million since mid-March<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress is considering another aid package, as several safety net programs established early on in the pandemic are set to expire in the coming weeks. Langevin said previous rescue packages provided funding for states that could be used for IT modernization, but gave states wide \u201clatitude\u201d for how they could spend it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s a clear need for IT modernization and incentivize the move to the cloud,&#8221; Langevin said. &#8220;I\u2019m hoping that when we do take up the next one that we\u2019ll see funding &#8230; for IT modernization.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Langevin\u2019s effort comes amid calls from 16 of his fellow Democrats in the Senate, who <a href=\"https:\/\/www.federaltimes.com\/it-networks\/2020\/04\/22\/senators-want-federal-innovation-centers-to-help-state-and-local-governments\/\" target=_blank>wrote a letter to congressional leadership<\/a> in late April urging Congress to modify regulations preventing federal innovation hubs at the General Services Administration and U.S. Digital Service to provide assistance to states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;During this national emergency, when speed is vital for millions of Americans, red tape is preventing the federal government\u2019s skilled technologists from helping the state and local agencies that need them most,\u201d the senators wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trade associations have also pushed Congress on the issue. A <a href=\"https:\/\/www.federaltimes.com\/it-networks\/cloud\/2020\/04\/16\/interest-groups-call-on-congress-for-it-relief-package\/\" target=_blank>mid-April letter to Congress<\/a> from the Alliance for Digital Innovation, the Center for Procurement Advocacy, CompTIA, the Cybersecurity Coalition, the Information Technology Industry Council and the Internet Association called on Congress to provide funds for IT modernization at all levels of government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Outdated government IT systems and processes already hinder some federal and state agencies\u2019 ability to deliver aid to new applicants for small business loans and unemployment insurance,\u201d the groups wrote. \u201cThe COVID-19 pandemic also exposes the need to redouble efforts to digitize federal forms and reduce reliance on hand-processing paperwork for high priority response and relief efforts.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Democrats have signaled interest in expanding IT funding in previous rescue packages that didn\u2019t pass, including one that would\u2019ve provided $3 billion for the GSA\u2019s Technology Modernization Fund,
