Today’s federal agencies have ranked mobile devices, data analytics tools and cloud computing technologies as the most useful resources in enabling agencies to reach their digital goals. In industry discussions about how to leverage the right leadership, tools and approaches to build a successful mobility roadmap that can truly transform agencies and drive mission success, one recurring theme is a fundamental shift in thinking when it comes to mobility. Rather than thinking solely about publishing a mobile app or building a responsive website, a user-centric approach delivers significant efficiencies by improving processes, increasing productivity and enhancing the visibility of information. <\/p>\n\n\n\n\n\n

One specific example focused on the convergence of SMAC technologies: Social, mobile, analytics and cloud. Using these technologies, agencies can accelerate efforts to innovate and create meaningful experiences by designing systems and processes that match citizen expectations.<\/p>\n\n\n\n

Mobility is not just about managing devices or building apps. The real transformation happens when you have the confluence of SMAC forces.<\/p>\n\n\n\n

As it sounds, this may seem like a tall order considering that many agencies still struggle to access, integrate and use all of the data they create and collect. However, as the general public and government evolve, these technologies can no longer be ignored.<\/p>\n\n\n\n

As Jim Tunnessen, CTO for the Food Safety and Inspection Service at the USDA, explained, “We shouldn\u2019t be implementing yesterday\u2019s technologies tomorrow. We need to move in parallel.”<\/p>\n\n\n\n

In support of the adoption of these technologies, it comes as no surprise that the top five benefits of this include increased employee productivity, improved citizen experience, operational efficiency, cost reduction and improved services.<\/p>\n\n\n\n

Social<\/h4>\n\n\n\n

So, where do we start? If we begin with social media, one key element that could be overlooked is making sign-up as user-friendly as possible and continuously meshes user habits with trends in technology.<\/p>\n\n\n\n

Following these three steps will improve citizen engagement in social media:<\/p>\n\n\n\n

  1. class=”MsoNormal”>Access:<\/strong> Finding and getting connected to government services through real-time responses in social platforms quickly connects knowledge from one to many, across cultures and languages.<\/li>
  2. class=”MsoNormal”>Participation:<\/strong> Seamlessly integrated social touchpoints across all screens, as well as IoT, invite user-generated content and dialog on numerous topics that create new insights.<\/li>
  3. class=”MsoNormal”>Transparency:<\/strong> The potential to work together across developing issues throughout the globe through social channels with the latest secure tools and practices.<\/li><\/ol>\n\n\n\n

    Mobile<\/h4>\n\n\n\n

    The next step to success is to ensure that mobile-first strategy is being developed. This can include anything from a responsive web design to a native mobile development for the citizens and employees.<\/p>\n\n\n\n

    Mobile-first hardware, including internet of things (IoT) devices, is going to allow the basic foundation for capturing, analyzing and using data. The federal government has dedicated over $300 million to IoT research. Tablets, VR devices, smartphones, beacon technology, cameras and sensors are all devices waiting to reduce latency and increase operational efficiency. Behind what is making mobile and IoT devices relevant is the data they provide and the insights gleaned from that data.<\/p>\n\n\n\n

    Analytics<\/h4>\n\n\n\n

    Next, the focus will shift from data management to data science. Open data platforms will be imperative.<\/p>\n\n\n\n

    The combination of social data and the enormous amount of government data will continue to expand new ways of seeing patterns that lead to efficiencies in services. Vast amounts of social media data from multiple touchpoints will enable the federal government to engage and take action to improve citizens\u2019 lives.<\/p>\n\n\n\n

    Analytics can not only improve the citizen experience but also the experience of internal employees by helping to improve processes and increase efficiency in the field.<\/p>\n\n\n\n\n\n

    Cloud<\/h4>\n\n\n\n

    Cloud services are critical to mobile, social and analytics solutions in that they increase the responsiveness of the system. The best practices will leverage containers and micro-services to achieve agility, resilience and portability. Cloud hosting is becoming a commodity, but cloud management is not. Cloud adoption for the government is predicted to have an annual savings of $10 billion.<\/p>\n\n\n\n

    SMAC in action: The example of<\/b><\/p>\n\n\n\n

    Pok\u00e9mon GO<\/b><\/p>\n\n\n\n

    Government agencies can learn about greater engagement from the gaming industry and the wild success of Pok\u00e9mon GO.<\/p>\n\n\n\n

    The mobile game innovation was made possible by combining social, mobile, analytics and cloud to redefine a consumer engagement model.\u00a0Pok\u00e9mon GO represents one of those moments when a new technology breaks through from a niche toy for early adopters to something much bigger.<\/p>\n\n\n\n

    Augmented reality applications, for other industries, such as healthcare, banking and federal government brings together mobility, cloud, social media integration that has the engagement potential to have a waterfall effect.<\/p>\n\n\n\n\n\n

    Conclusion<\/h4>\n\n\n\n

    As Tunnessen recommends, you should “staff the agencies with people who have the know-how to implement new ideas and solutions with new technologies and empower all members of society to help innovate.”\u00a0This may create culture shock within your agency, so open communication is important on this journey toward greater interaction with constituents.<\/p>\n\n\n\n

    In order to truly gauge success, agencies must measure performance by how employees and citizens are using the technology and measure cost by the transformation of your mission.\u00a0 By leveraging social, mobile, analytics and cloud, agencies are empowered to strengthen citizen engagement.<\/p>\n\n\n\n
