{"id":15872,"date":"2017-06-27T17:21:09","date_gmt":"2017-06-27T17:21:09","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2017\/06\/27\/medicaid-data-system-3-years-late-with-no-launch-in-site\/"},"modified":"2026-08-08T04:43:39","modified_gmt":"2026-08-08T04:43:39","slug":"medicaid-data-system-3-years-late-with-no-launch-in-site","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2017\/06\/27\/medicaid-data-system-3-years-late-with-no-launch-in-site\/","title":{"rendered":"Medicaid data system 3 years late, with no launch in site"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">An inspector general&#8217;s report tracking the implementation of an updated Medicaid dataset has found repeated delays and no real deadline, leading investigators to question when the project, three years behind schedule, will be finished.<br\/><br\/>The report looks at the implementation of the Transformed Medicaid Statistical Information System, a new system meant to track national Medicaid data between the federal government and the states.<br\/><br\/> <b>Related:<\/b> <i><a href=\"https:\/\/oig.hhs.gov\/oei\/reports\/oei-05-15-00050.pdf\" target=\"_blank\" title=\"Link: https:\/\/oig.hhs.gov\/oei\/reports\/oei-05-15-00050.pdf\">Read the report<\/a><\/i><br\/><br\/>&#8220;Because of CMS&#8217;s history of delaying target dates for implementation, OIG is concerned that CMS and states will delay further rather than assign the resources needed to address the outstanding challenges,&#8221; the report said. &#8220;Without a fixed deadline, some states and CMS may not make the full implementation of T-MSIS a management priority.&#8221; \u00a0<br\/><br\/>The T-MSIS program began with a 2011 pilot with 12 volunteer states, but they faced difficulty in supplying data to the elements of the program, which expanded beyond the original MSIS program to more than 1,000 data elements. After questions on the accuracy of the data that could be supplied, the OIG found there was not a fixed deadline for national rollout following the pilot program.<br\/><br\/>In 2013, CMS notified state Medicaid directors that it would begin T-MSIS implementation on a rolling basis with all state submitting monthly data by July 1, 2014, through a two-step process of soliciting data submission plans and data testing from state Medicaid offices to ensure they are submitting appropriate data and have the technology to send and receive it.<br\/><br\/><\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">But the states began having technological challenges early, centering on design issues with the T-MSIS system, including trouble accepting large data files and error reports sent to the states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;While CMS stated that these technological problems have largely been resolved, states and CMS lost significant time in understanding and dealing with these challenges,&#8221; the report said. &#8220;States also reported facing competing priorities for their IT resources that hampered their T-MSIS progress.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The delays pushed back CMS\u2019s original deadline six times since it began national implementation efforts in 2013. CMS addressed the design changes in December 2015 with T-MSIS 2.0, but those changes also necessitated reciprocal coding adjustments by state Medicaid systems, pushing delays further.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December 2016 \u2014 two years after the original target date \u2014 21 states were submitting T-MSIS data, while 19 states had received data submission approval from CMS, but had yet to complete data testing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OIG also reiterated concerns that the lack of data consistency between states may lead to unreliable datasets, a concern it first raised in 2013.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2013 report recommended that CMS develop data standards for the T-MSIS program, which the agency fulfilled with data validation rules and an oversight strategy, but the OIG said it still has concerns about &#8220;the completeness and reliability of the data.&#8221; The OIG reiterated that the T-MSIS project needs a fixed deadline to guide its success.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CMS officials said in response to the report that as of June 2017, 40 states and Pennsylvania\u2019s\u00a0Children&#8217;s Health Insurance Program\u00a0are submitting T-MSIS data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To address the data quality questions, CMS officials said they were undertaking a series of initiatives, &#8220;including information for users on data quality, one-on-one technical assistance to states to ensure their data will be usable, and a post-production data quality review with a subset of states to develop an effective working process for improving data quality.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CMS has also convened
