{"id":16006,"date":"2017-11-14T19:24:25","date_gmt":"2017-11-14T19:24:25","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2017\/11\/14\/more-agencies-fall-back-than-improve-in-newest-fitara-scorecard\/"},"modified":"2026-08-08T04:35:14","modified_gmt":"2026-08-08T04:35:14","slug":"more-agencies-fall-back-than-improve-in-newest-fitara-scorecard","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2017\/11\/14\/more-agencies-fall-back-than-improve-in-newest-fitara-scorecard\/","title":{"rendered":"More agencies fall back than improve in newest FITARA scorecard"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The November 2017 Federal Information Technology Acquisition Reform Act scorecard spells bad news for many agencies, as six of the 24 agencies evaluated dipped below their <a href=\"https:\/\/www.federaltimes.com\/video\/2017\/07\/21\/winners-and-losers-in-oversights-4th-fitara-scorecard\/\" title=\"\" data-original-title=\"\">June 2017 grade<\/a> and only three managed to improve their scores.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">USAID still managed to claim the scorecard\u2019s single \u201cA\u201d for overall performance, though it slipped from an \u201cA+\u201d five months ago to an \u201cA-\u201c this time around. The Department of Transportation, which managed to raise it\u2019s score to a \u201cD+\u201d in June, slipped down to an \u201cF+\u201d on the newest scorecard. The Department of Defense also joins DOT with an \u201cF+\u201d grade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agencies mostly struggled with software licensing under the Making Electronic Government Accountable By Yielding Tangible Efficiencies (MEGABYTE) Act of 2016, a relatively recent addition to scorecard evaluations. A total of 17 agencies failed their MEGABYTE evaluations. NASA, USAID, Veterans Affairs, the General Services Administration, and the Departments of Agriculture and Education were the only agencies to receive an \u201cA\u201d in this category.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The scorecard found marked improvements in agency chief information officer authority enhancements, a core tenant of FITARA, with six more agencies receiving an \u201cA\u201d from the last scorecard\u2019s nine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House Oversight and Government Reform Committee will hold a hearing on the scorecard\u2019s results on Nov. 15 at 2 p.m., though an official witness list for the hearing has not yet been released.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The fifth edition of the FITARA scorecard spells
