{"id":16024,"date":"2018-07-24T22:21:19","date_gmt":"2018-07-24T22:21:19","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/07\/24\/how-the-russian-government-attacks-the-american-electric-grid\/"},"modified":"2026-08-08T04:43:03","modified_gmt":"2026-08-08T04:43:03","slug":"how-the-russian-government-attacks-the-american-electric-grid","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/07\/24\/how-the-russian-government-attacks-the-american-electric-grid\/","title":{"rendered":"How the Russian government allegedly attacks the American electric grid"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">What keeps America\u2019s top spy up at night cannot be patched or updated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Director of National Intelligence Dan Coats has said America\u2019s infrastructure is \u201cliterally under attack\u201d every day by foreign actors, but officials who operate a piece of that infrastructure, the electric grid, say the largest susceptibility stems from workers themselves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe firmly believe that any significant impact to our operations will come from some form of an insider\u201d whether it is malicious or being unwittingly taken advantage of, said Joe Sagona, the senior director for cybersecurity at Pacific Gas &amp; Electric, during a June 13 event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That such a susceptibility is most likely to come from the one piece of America\u2019s electric grid that does not run on ones and zeros is an alarming reality for an industry that has spent billions on cybersecurity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a series of <a href=\"https:\/\/www.us-cert.gov\/ncas\/current-activity\/2018\/07\/19\/NCCIC-Webinar-Series-Russian-Government-Cyber-Activity\">webinars<\/a>, the Department of Homeland Security and the Federal Bureau of Investigation is warning that the Russian government is conducting cyberattacks against an array of sectors that include energy, nuclear, water, aviation and critical manufacturing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe warning lights are blinking red,&#8221; Coats said during a July 13 event at the Hudson Institute. &#8220;Think about New England in January, the grid going down for three days. A lot of people are going to suffer and die.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Experts and reports tell a story of how Russian hackers have preyed on electric employees as a point of entry for their cyberattacks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cDragonfly\u201d group began attacking American and European energy companies in 2011, <a href=\"https:\/\/www.symantec.com\/connect\/blogs\/dragonfly-western-energy-companies-under-sabotage-threat-energetic-bear\" target=_blank>according to Symantec<\/a>, a threat intelligence firm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The group had a three-pronged strategy. Dragonfly began with a phishing email campaign that targeted senior employees. As many as 84 messages were sent to one organization. The group then attacked \u201cwatering holes,\u201d a term where workers would visit trade websites and unwittingly become infected. The final strategy involved fusing malicious code with common JavaScript software.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the group went dark in around 2014. It was not for good. The quiet period was simply a lull before a comeback.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey retooled,\u201d said Jon DiMaggio, a senior threat intelligence analyst at Symantec. \u201cDragonfly\u201d became \u201cDragonfly 2.0.\u201d But DiMaggio said the group has shifted its focus to the U.S. and \u201cbecame much closer to reaching the operational side,&#8221; of the electric grid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Department of Homeland Security <a href=\"https:\/\/www.us-cert.gov\/ncas\/current-activity\/2018\/07\/19\/NCCIC-Webinar-Series-Russian-Government-Cyber-Activity\" target=_blank>warns <\/a>that each spearfishing email has \u201creferred to control systems,\u201d hoping to trick employees with technical language. Other hacks were launched by \u201cMicrosoft Word attachments that appeared to be legitimate r\u00e9sum\u00e9s.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the energy sector, the alleged Russian attacks come after nearly a decade of preparation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Energy companies first took cyber vulnerabilities seriously around 2010, according to Scott Aaronson, head of security preparedness at the Edison Electric Institute. He added the industry has created threat sharing groups for cyberattacks and has built other technical defenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThirty companies representing 70 percent of electricity customers are on the CRISP network, which monitors network traffic and compares it to potential threat indicators,\u201d Aaronson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Russian attacks on the electric grid come at a moment of uncertainty in Moscow\u2019s foreign policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Geopolitics matters,\u201d Aaronson said. \u201cThere is not a lot of doctrine around cyberattacks on civilian infrastructure.
