{"id":16202,"date":"2018-04-26T18:16:16","date_gmt":"2018-04-26T18:16:16","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/04\/26\/government-still-behind-on-addressing-gao-recommendations\/"},"modified":"2026-08-08T04:41:57","modified_gmt":"2026-08-08T04:41:57","slug":"government-still-behind-on-addressing-gao-recommendations","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/federal-oversight\/2018\/04\/26\/government-still-behind-on-addressing-gao-recommendations\/","title":{"rendered":"GAO: Completing our recommendations could save billions"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Barely half of actions called for by the Government Accountability Office from 2011 to 2017 have been fully addressed, according to the GAO\u2019s 2018 Annual Duplication Report, preventing the government from saving tens of billions of dollars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress and executive branch agencies have opportunities to contribute toward fiscal sustainability and act as stewards of federal resources. These include taking actions to reduce, eliminate, or better manage fragmentation, overlap, or duplication among federal agencies and programs; achieve cost savings; or enhance revenues,\u201d the report, released April 26, 2018, said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GAO recommendations can yield significant cost savings for the government, with $73 billion saved based on recommendations made just in 2017.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"650\" height=\"627\" src=\"\/wp-content\/uploads\/2026\/08\/GAO-anual-report.png.png\" alt=\"\" class=\"wp-image-46400\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GAO-anual-report.png.png 650w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GAO-anual-report.png.png?resize=300,289 300w\" sizes=\"auto, (max-width: 650px) 100vw, 650px\" \/><figcaption class=\"wp-element-caption\">(source: GAO 2018 Annual Duplication Report)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Congress was the worst offender in not addressing GAO recommendations, with only 31 percent fully addressed and 45 percent not addressed at all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to GAO Comptroller General Gene Dodaro, who spoke at a House Oversight and Government Reform Committee hearing on the same day, the Department of Veterans Affairs is also an agency of high concern.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<a href=\"https:\/\/www.federaltimes.com\/veterans\/2018\/04\/26\/ronny-jackson-drops-bid-to-become-va-secretary-amid-allegations-of-drinking-mismanagement\/\" title=\"\" class=\"\" target=\"_blank\">They need leadership<\/a>. I\u2019m very worried about the Veterans administration. They have some of the most entrenched management problems in the federal government, that\u2019s why we put them on the high risk list. They\u2019re making efforts to come up with a plan now, but it\u2019s been three years since we put them on the list, and they really haven\u2019t finalized a good plan to come off the list,\u201d Dodaro said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re working with them \u2015 they\u2019re making progress, I don\u2019t want to say that they\u2019re not \u2015 but there needs to be more urgency to deal with their problems over there. And there\u2019s key vacancies, not only at the secretary level, but also some of the under secretary positions. <a href=\"https:\/\/www.federaltimes.com\/management\/leadership\/2018\/04\/17\/veterans-affairs-cio-scott-blackburn-resigns\/\" title=\"\" class=\"\" target=\"_blank\">The CIO is open.<\/a> So I think Congress should be very concerned.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Information technology modernization and investment were also central issues across multiple agencies, such as the IRS and Department of Defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think this is a target rich area for the Congress, and we\u2019re poised to work with you to try to identify more opportunities for savings,\u201d Dodaro said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Mark Meadows, R-N.C., committed that he would support appropriations to modernize the IT systems at the IRS in particular. The <a href=\"https:\/\/www.federaltimes.com\/it-networks\/2018\/04\/17\/irs-system-overtaxed-just-before-filing-deadline\/\" title=\"\" class=\"\" target=\"_blank\">IRS recently struggled with its Direct Pay system<\/a> when the online tool broke down on the last day of filing season.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut it has to be managed properly, and we\u2019ve made a number of recommendations because they\u2019ve wasted investments in the past in IT,\u201d Dodaro said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dave Powner, director of IT management issues at GAO, said that the DoD has also failed to realize savings in IT modernization efforts. According to Powner, the department could have saved an estimated of $4.8 billion when data center consolidation efforts began, but has instead only saved a few hundred million dollars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to a review of past recommendations, the report also introduced 68 new recommended actions across 23 areas of government, including defense, health care and
