{"id":16286,"date":"2020-01-09T23:06:52","date_gmt":"2020-01-09T23:06:52","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2020\/01\/09\/in-a-rebuke-to-trump-house-dems-advance-measure-barring-war-with-iran\/"},"modified":"2026-08-08T05:49:23","modified_gmt":"2026-08-08T05:49:23","slug":"in-a-rebuke-to-trump-house-dems-advance-measure-barring-war-with-iran","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2020\/01\/09\/in-a-rebuke-to-trump-house-dems-advance-measure-barring-war-with-iran\/","title":{"rendered":"In a rebuke to Trump, House Dems advance measure barring war with Iran"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Even as the threat of<a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2020\/01\/08\/trump-says-iran-is-standing-down-after-missile-attacks-on-us-troops\/\" target=\"_blank\"> war with Iran appeared to ebb<\/a> this week, House lawmakers on Thursday approved a measure to bar President Donald Trump from <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/01\/08\/milley-says-iran-launched-ballistic-missiles-intending-to-kill\/\" target=\"_blank\">further military action<\/a> against the Middle Eastern power without explicit authorization from Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The resolution, which passed 224-194 largely along party lines, amounts to a rebuke of Trump from the Democratic-led House, but likely will not mean any new restrictions on his military powers. It\u2019s unclear when or if the Republican-led Senate will take up the issue, or if enough members of the president\u2019s own party there would break ranks to approve the resolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But ahead of the vote, House Speaker Nancy Pelosi, D-Calif., said the vote was a critical step for Congress to reassert its role in issues of war and national security following the president\u2019s decision <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2020\/01\/03\/killing-of-top-iranian-leader-elicits-praise-worry-from-congress\/\" target=\"_blank\">(without consultation from lawmakers)<\/a> to kill Iranian Quds Force commander<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/01\/03\/iraq-rockets-fired-at-baghdad-airport-7-people-killed\/\" target=\"_blank\"> Qassem Soleimani<\/a> in an airstrike last week.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2020\/01\/09\/this-is-what-its-like-to-survive-a-deadly-rocket-attack-in-iraq\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/rocketattack2.jfif_.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">What it\u2019s like to survive a deadly rocket attack and the Iranian missile barrage in Iraq<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">\u201cSecond rocket, third rocket came I thought: \u201cThis is it, we are getting rocketed.\u201d Lights went out and darkness set in as rockets continued to hail on us.&quot;<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cMembers of Congress have serious, urgent concerns about the administration\u2019s decision to engage in hostilities against Iran and about its lack of strategy moving forward,&#8221; she said, adding that the administration \u201chas a responsibility to consult with Congress.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The resolution directs Trump to end the use of U.S. military forces in hostilities against Iran unless Congress declares war, or unless it\u2019s necessary to defend against an imminent attack. It\u2019s sponsored by Rep. Elissa Slotkin, D-Mich., a former CIA analyst and Defense Department official who has been publicly critical of Trump\u2019s foreign policy decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf our loved ones are going to fight in any protracted war, the president owes the American people a public conversation,\u201d she said in a statement before the vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House issued a statement condemning the resolution as potentially undermining the president\u2019s ability to defend U.S. forces and interests in the Mideast against ongoing threats from Iran and its proxies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only eight Democrats voted against he resolution, with several saying it didn\u2019t go far enough. Three Republicans backed the resolution. Several blasted it as an unfair and unpatriotic attack on the commander in chief.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a meaningless vote that only sends the wrong message: that the House Democrats would rather stand with their socialist base than stand against Iran,\u201d said House Minority Leader Kevin McCarthy, R-Calif.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans emphasized Soleimani\u2019s role in sharing roadside bomb technology that killed or wounded hundreds of service members during the Iraq War and that U.S. military officials concluded he posed an imminent danger to U.S. troops, allies and interests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe president had a duty to act. And I, for one, would be screaming from the rooftops if he had not taken appropriate action,\u201d said Rep. Michael Waltz, R-Fla., and a former Green Beret. \u201cI am thankful for his leadership to take this monster out. Frankly, this should have been done a long, long time ago &#8230; It astounds me that this is up for debate.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The process is complicated because House Republican leaders argue the legislative vehicle for the resolution makes it non-binding and say it would not receive an automatic vote in the Senate. If passed, those could receive a fast-track vote in the House.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Bernie Sanders, I-Vt., and a leading Democratic presidential candidate, on Thursday unveiled a new resolution to potentially defund any U.S. military action against Iran. A similar measure passed the House with bipartisan support in July, but it was stripped from the 2020 defense policy bill before it was enacted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe war in Iraq was the worst foreign policy blunder in the modern history of our country,\u201d Sanders said. \u201cWe must learn from our mistakes, not repeat them. We need to invest our financial resources in improving lives here in America, not waste trillions more on wars.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, Virginia Democratic Sen. Tim Kaine, who has been pushing for congressional action on presidential military authorities for years, this week introduced a war powers resolution to require any action against Iran be explicitly authorized by a declaration of war or new authorization for use of military force. It also would allow U.S. leaders to defend the country from an imminent attack.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measure received a dramatic boost on Wednesday when a pair of Republican senators \u2014 Mike Lee from Utah and Rand Paul from Kentucky \u2014 announced they would support the plan. Republicans hold 53 seats in the Senate to the Democrats\u2019 47, and only 51 votes are needed to approve the resolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lee\u2019s support came after lead officials from the Pentagon, CIA and State Department delivered briefings to lawmakers on Wednesday about the Soleimani killing and ensuing missile attack by Iran on U.S military facilities in the region. Lee and Paul called the briefing \u201cinsulting and demeaning\u201d for officials\u2019 unwillingness to honestly discuss the repercussions of a military conflict with Iran.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2020\/01\/08\/dems-gop-divided-after-iran-briefing-from-trump-administration-officials\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"224\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1198307420.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Dems, GOP divided after Iran briefing from Trump administration officials<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. and Iran stepped back from the brink of war, but some lawmakers are left with questions about the administration\u2019s strategy.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Kaine said he is optimistic about his measure\u2019s chances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe&#8217;re at the brink of war, so I think the stakes are much higher now,\u201d Kaine said. \u201cYou know, most of us have families who were at home for Christmas and got a surprise notes that they were being deployed to the Middle East, after multiple deployments. So I would argue the fact that it\u2019s very real might increase the numbers [of Republican supporters].\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kaine was also optimistic that Trump might abide by his resolution, even it it does not win by a veto-proof majority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf he sees a strong vote on this, and it goes to him, it\u2019s an expression of what we\u2019re hearing from constituents, what we\u2019re seeing in polls: that Americans don\u2019t want to be in another war, they don\u2019t want to be rushed into war,\u201d Kaine said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, most Republicans in the Senate have been supportive of the president\u2019s recent actions in the Middle East, especially his decision to kill Soleimani. Whether any of them will break ranks in coming days to support Kaine\u2019s proposal or other plans remains unclear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe president of the United States not only has the authority to act in self-defense but an obligation to do so,\u201d said Sen. Marco Rubio, R-Fla.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is about a strike that every single member of the president\u2019s national security team \u2014 including the chairman of Joint Chiefs \u2014 believes was necessary in order to prevent a near-term attack against Americans that could be lethal and
