{"id":16332,"date":"2019-11-13T21:56:21","date_gmt":"2019-11-13T21:56:21","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2019\/11\/13\/why-agencies-need-to-work-together-to-defend-forward\/"},"modified":"2026-08-08T17:52:37","modified_gmt":"2026-08-08T17:52:37","slug":"why-agencies-need-to-work-together-to-defend-forward","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2019\/11\/13\/why-agencies-need-to-work-together-to-defend-forward\/","title":{"rendered":"Why agencies need to work together to defend forward"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">There is currently not a whole-of-government approach to the Department of Defense\u2019s \u201c<a href=\"https:\/\/www.fifthdomain.com\/dod\/2019\/11\/11\/two-years-in-how-has-a-new-strategy-changed-cyber-operations\/\" target=_blank>defend forward\u201d strategy<\/a> and, according to Brandon Valeriano, a senior adviser to the Cyber Solarium Commission and the chair of armed politics at the Marine Corps University, there needs to be.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The policy, which says DoD can operate on foreign networks to stop attacks before they happen, needs engagement from other government agencies in order to be successful. \u201cThe defend forward strategy, properly implemented, wouldn\u2019t just be DoD,\u201d Valeriano said Nov. 12 at Fifth Domain\u2019s annual CyberCon conference. \u201cIt would include everything.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Valeriano said that the major players in government cybersecurity \u2014 the Departments of Homeland Security, Justice, State and Defense, as well as the intelligence community \u2014 aren\u2019t properly communicating.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNot everyone is on the same page and that\u2019s been the most disappointing thing I\u2019ve found looking at cyber policy,&#8221; said Valeriano.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The defend forward strategy is meant to change adversary behavior in cyberspace, but Valeriano said that the DoD hasn\u2019t established how it can measures the before and after of adversary behavior. Valeriano also said that there is not a \u201cclear conception of metrics&#8221; to measure the success of the new strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We don\u2019t have clear adjudication of authorities and overlapping goals and missions,\u201d he said<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The State Department has had demonstrated some success in engaging with the persistent engagement strategy, said Emily Goldman, a member of the policy planning staff at the State Department speaking at the same conference. The department has established relationships with foreign nations to allow U.S. Cyber Command to work with them to kick adversaries off their networks, as well as establish a standard for cyber norms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s a recognition that it is complementary to the DoD\u2019s strategy of defend forward because essentially those activities help to reinforce and demonstrate our support for the norms that we want to see become accepted in the international community,\u201d said Goldman.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategy will be an important piece of defending the integrity of the 2020 election. Defend forward was adopted out of an \u201cevolution\u201d of international events, including the 2016 election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe reality is a lot of felt that we
