{"id":16682,"date":"2019-01-30T21:33:30","date_gmt":"2019-01-30T21:33:30","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2019\/01\/30\/lawmakers-renew-challenge-to-trump-over-yemen-saudi-arabia\/"},"modified":"2026-08-07T22:05:05","modified_gmt":"2026-08-07T22:05:05","slug":"lawmakers-renew-challenge-to-trump-over-yemen-saudi-arabia","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2019\/01\/30\/lawmakers-renew-challenge-to-trump-over-yemen-saudi-arabia\/","title":{"rendered":"Lawmakers renew challenge to Trump over Yemen, Saudi Arabia"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 U.S. lawmakers said Wednesday they expect Congress will pass a resolution ending U.S. involvement in Yemen\u2019s civil war, daring President Donald Trump to issue the first veto of his presidency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A group of Democratic progressives and Republican constitutional conservatives said Wednesday they are reintroducing a resolution that <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/12\/13\/bucking-trump-us-senate-oks-historic-yemen-measure\/\" target=\"_blank\">passed <\/a>the Senate 56-41 last month to rebuke the White House and Saudi Arabia following the death of journalist Jamal Khashoggi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lawmakers condemned the humanitarian crisis in the war, which many view as a proxy fight between regional rivals Saudi Arabia and Iran. They view U.S. military <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/01\/29\/pentagon-watchdog-to-investigate-yemen-refueling\/\" target=_blank>support <\/a>to Saudi-led coalition operations in Yemen as unauthorized by Congress and their measure as a way to place needed limits on the executive branch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a decision made in one branch of government [by President Barack Obama and later Trump], and that decision has never been debated and discussed and voted on and approved by Congress,\u201d said one of the co-sponsors, Sen. (AP Photo\/Andrew Harnik)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">While the Senate vote was the first time either chamber used congressional war powers to attempt to pull the U.S. out of oversea hostilities, the House did not allow the measure to come to a vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the lawmakers Wednesday said the Senate vote convinced Riyadh to agree to a United Nations-brokered cease-fire, and that the cease-fire\u2019s fragility demands new action from Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am 100 percent convinced that the only reason those parties have come to the negotiating table \u2026 is because Congress has acted,\u201d said Rep. Ro Khanna, D-Calif., a co-sponsor of the Yemen resolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new Democratic House Majority Leader Steny Hoyer announced Wednesday he, too, would co-sponsor the legislation. He said he would bring it to the House floor after it clears the House Foreign Affairs Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although Republicans, who largely opposed the measure last time, hold a 53-45 majority, Senate lawmakers backing the Yemen resolution said they also have the votes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Bernie Sanders, a Vermont Independent who caucuses with Democrats, said he is confident majorities in both chambers would approve the measure, but did not say whether the two-thirds majorities needed to override a presidential veto had been secured.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think what happens is President Trump will have to make a decision,\u201d Sanders said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even without a veto override, one co-sponsor, Sen. Chris Murphy, D-Conn., said congressional action in the past \u201chas been a forcing mechanism which has got us closer to peace and pulled the United States out of this
