{"id":16734,"date":"2019-09-24T19:45:44","date_gmt":"2019-09-24T19:45:44","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2019\/09\/24\/senate-to-vote-on-ending-border-emergency-that-diverted-dod-funds\/"},"modified":"2026-08-07T22:07:32","modified_gmt":"2026-08-07T22:07:32","slug":"senate-to-vote-on-ending-border-emergency-that-diverted-dod-funds","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2019\/09\/24\/senate-to-vote-on-ending-border-emergency-that-diverted-dod-funds\/","title":{"rendered":"Senate to vote on ending border emergency that diverted DoD funds"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 Republicans will be \u201cforced\u201d to vote as soon as Wednesday whether to end the president\u2019s emergency diversion of military funding to his border wall, according to Senate Minority Leader Chuck Schumer, D-N.Y.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schumer and other Democrats turned up the pressure on their GOP colleagues months after 12 Senate Republicans <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2019\/03\/14\/congress-cancels-trumps-national-emergency-amid-worries-it-hurts-the-military\/\" target=_blank>voted<\/a> to end the emergency declaration and the House <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/03\/26\/house-fails-to-override-trump-veto-in-border-emergency-battle\/\" target=_blank>failed<\/a> to override President Donald Trump\u2019s veto.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decision to force a second vote comes after the Pentagon released the list of <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2019\/09\/04\/heres-everything-the-pentagon-is-putting-on-hold-to-concentrate-on-building-the-border-wall\/\" target=\"_blank\">127 projects<\/a> in 23 states and 19 allied countries that were deferred by the administration to devote $3.6 billion to the border wall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNow we have a whole number of Republicans who voted with the president who see their military bases being ransacked, pillaged,\u201d Schumer said Tuesday. \u201cI don\u2019t think anyone, no matter what state they are from, will want to see money being taken away from their military installations, [which is] very much needed.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/09\/10\/border-wall-showdown-looms-over-senates-pentagon-spending-bill\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1134492095.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Border wall showdown looms over Senate\u2019s Pentagon spending bill<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Senate Republican plans to quickly pass spending bills over the next few weeks seemed to hit a rough patch Tuesday as Democrats pushed to rebuke President Donald Trump\u2019s diversion of military construction funding to the border wall.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">At a news conference Tuesday, Schumer hosted a retired middle school teacher to talk about delayed school construction on Fort Campbell, in Tennessee and Kentucky \u2014 that latter being the home state of Senate Majority Leader Mitch McConnell. McConnell, a Republican, reportedly plans to protect the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several Republican senators have said the list\u2019s release hadn\u2019t changed their minds, including Sen. Dan Sullivan, whose state was hit hardest. Though the Pentagon is deferring $102 million in funding from projects in his home state of Alaska, Sullivan said he plans to repeat his vote in favor of the emergency declaration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile I do not agree with the decision to defer any military construction in Alaska, it should be noted that the Democrats\u2019 obstruction to fund much needed border security has forced the Trump administration to undertake these measures,\u201d Sullivan told <a href=\"https:\/\/www.nationaljournal.com\/s\/681692?unlock=J8ZUAI226TSBES6I\" target=_blank>National Journal <\/a>in a statement. \u201cGoing forward, I will work with the Pentagon\u2019s leadership and my Senate colleagues to reconstitute the necessary funding required to complete these projects.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the home state of Sen. Rick Scott, R-Fla., the administration deferred a new $17 million fire station at hurricane-struck Tyndall Air Force Base. The senator said he too would vote with the president and \u201cmake sure the money goes to the wall.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t like that Democrats don\u2019t want to fund the wall,\u201d Scott said. \u201cI want to make sure the wall gets funded, and I\u2019ve talked to [the Department of Defense], and they\u2019re convinced we will get our funding for the project.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the 12 Senate Republicans who voted \u201cno&#8221; last time is the other Republican senator from Florida, Sen. Marco Rubio \u2015 who said he would again vote against the border emergency \u201con constitutional principles.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Roger Wicker, R-Miss., a senior member of the Senate Armed Services Committee, said he plans to vote against the emergency again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo me, it\u2019s a matter of conscience and protecting the separation of powers. To illustrate the tricky politics in play, he made an oblique reference to Sen. Thom Tillis, R-N.C., who opposed the emergency in a Washington Post op-ed before voting with Trump.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t know what pressure these Republicans face in questioning presidential overreach,\u201d Durbin said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Michael Bennet, D-Colo., a 2020 presidential candidate, said Republicans voting to maintain the emergency would have to ignore that a Republican Congress previously voted against funding the president\u2019s wall request and that the administration is seizing private land to host the wall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t know how a single person who voted
