{"id":16747,"date":"2018-02-04T23:00:00","date_gmt":"2018-02-04T23:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/02\/04\/budget-impasse-brings-about-odd-alliance-on-defense-spending\/"},"modified":"2026-08-07T22:00:12","modified_gmt":"2026-08-07T22:00:12","slug":"budget-impasse-brings-about-odd-alliance-on-defense-spending","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2018\/02\/04\/budget-impasse-brings-about-odd-alliance-on-defense-spending\/","title":{"rendered":"Budget impasse brings about odd alliance on defense spending"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 In an alliance of political convenience, House defense advocates and the House Freedom Caucus have teamed up to demand Republican leaders hold a vote on a <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/01\/30\/house-to-vote-on-stand-alone-defense-spending-bill\/\" title=\"\" class=\"\" target=\"_blank\">stand-alone defense appropriations bill<\/a>, which they received last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the Freedom Caucus, the move aligns them with President Donald Trump\u2019s \u201c<a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/01\/27\/trump-signs-order-promising-a-great-rebuilding-of-the-military\/\">rebuild the military<\/a>\u201d campaign pledge. For defense advocates, who have been pushing for more defense dollars for years, the alliance lends them the strength of another two dozen or so House Republican votes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Freedom Caucus chairman Mark Meadows told reporters on Jan. 31 that he planned to meet with pro-defense lawmakers at the GOP\u2019s annual retreat last week \u201cto talk about strategy going forward, to make sure we don\u2019t hold our men and women in the military hostage.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meadows \u2014 who still favors a Defense Department audit, streamlined procurement and cutting <a href=\"https:\/\/www.defensenews.com\/2015\/01\/23\/dod-business-panel-proposes-125b-in-savings\/\" title=\"\" class=\"selected-link\">the Pentagon\u2019s bureaucratic waste<\/a> \u2014 bristled at the suggestion that this latest stand for defense spending marks an evolution for the Freedom Caucus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t think we were ever against defense spending in the past \u2014 it was a mischaracterization,\u201d Meadows said. \u201cI don\u2019t know that you see a dime\u2019s bit of difference between us and the [House Armed Service Committee] members on\u201d Trump\u2019s military spending plans.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/01\/31\/trump-in-state-of-the-union-seeks-full-military-funding-but-how\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-912411784.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Trump, in State of the Union, seeks full military funding. But how?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">President Donald Trump, in his first State of the Union, asked Congress to \u201cfully fund\u201d the U.S. military, but he will have to navigate the Capitol Hill cross-currents that bedeviled the last administration.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Broadly speaking, their members place defense spending over domestic spending. However, their support for statutory budget caps and\/or domestic offsets for defense increases have arguably snared defense spending in budget negotiations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just weeks after Trump won, for instance, Meadows and other Freedom Caucus members said they <a href=\"https:\/\/www.defensenews.com\/congress\/2016\/11\/23\/trump-s-promised-defense-buildup-and-congress-who-will-blink-first\/\" title=\"\" class=\"\" target=\"_blank\">would not support deficit spending to pay for a military buildup<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within the last year, a lead defense hawk, Tactical Air and Land Forces Subcommittee Chairman Mike Turner, R-Ohio, said on CNN the group had a \u201cmob mentality.\u201d Senate Armed Services Committee Chairman John McCain, R-Ariz., for his part opposed Trump\u2019s pick for budget director, Freedom Caucus co-founder Mick Mulvaney.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019ve spend your entire congressional career pitting the debt against our military, and each time, at least for you, our military was less important,\u201d McCain fumed at Mulvaney, then a Republican congressman for South Carolina, during his confirmation hearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Freedom Caucus, whose members rode in on 2010\u2019s populist tea party wave, has since leaned into the populist president\u2019s plans to boost military spending, <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2017\/11\/29\/will-tax-reform-hurt-trumps-military-buildup-gop-defense-hawks-are-shrugging-it-off\/\" title=\"\" class=\"\" target=\"_blank\">cut taxes<\/a> and expand infrastructure \u2014 which is arguably a departure from the fiscally conservative principles they espoused to stymy Democratic President Barack Obama and then-House Speaker John Boehner, R-Ohio.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"\/wp-content\/uploads\/2026\/08\/GettyImages-886996252.jpg.jpg\" alt=\"\" class=\"wp-image-52374\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-886996252.jpg.jpg 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-886996252.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-886996252.jpg.jpg?resize=768,512 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">U.S. Rep. (Photo by Alex Wong\/Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Embracing defense spending and the local jobs it creates is the smart way to go for Republicans wary of an anti-Trump wave in midterm elections, according to Jim Moran, a former Democratic congressman from Virginia who served for many years on the House Appropriations Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt took a little while for them to drop their arrogance enough to listen to some of the government relations representatives of the defense firms who are able to inform them about the number of [defense] jobs in their congressional districts that are at stake,\u201d said Moran, now with McDermott Will and Emery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThose are good jobs, generally moderate Republicans have those jobs, and if you vote to jeopardize that defense economy in your district, you can become dead meat,\u201d Moran said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In November, Meadows, former Army aviator Scott Perry, R-Pa., and former Freedom Caucus chairman Jim Jordan, R-Ohio, unsuccessfully offered an amendment to the 2018 National Defense Authorization Act that would have raised defense spending caps from $549 billion to $634 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December, the <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/01\/19\/us-senate-delays-temporary-spending-vote-upping-shutdown-drama\/\" title=\"\" class=\"\" target=\"_blank\">Freedom Caucus joined forces with House Armed Services Committee Republicans<\/a> to demand House GOP leaders hold a vote on a stand-alone defense appropriations bill in exchange for their votes to pass a continuing resolution and avert a government shutdown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the wake of a government shutdown in which both parties accused the other of harming the military, the House passed the bill 250-166. Twenty-three Democrats joined the Republican majority, and four Republicans voted against it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The measure has dim prospects in the Senate, but the idea was to use the vote to highlight Democratic insistence in budget negotiations that defense spending increases be matched on the nondefense side.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2015, House Budget Committee deliberations were derailed by a day when the Freedom Caucus jousted with pro-defense lawmakers over wartime overseas contingency operations funding. The defense hawks later won out on the House floor with an amendment to boost OCO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But in June, House Armed Services Committee Chairman Mac Thornberry, R-Texas, told reporters he met with members of the Freedom Caucus to spell out the military\u2019s needs \u2014 after which the fiscal hawks said they would be willing to consider defense spending above budget caps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the meeting, Virginia Republican Rep. Dave Brat, who was involved in the 2015 row, told Bloomberg: \u201cThat was back without a Republican president.
