{"id":16921,"date":"2020-12-01T19:36:59","date_gmt":"2020-12-01T19:36:59","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2020\/12\/01\/house-leaders-demand-answers-on-burrowing-political-appointees\/"},"modified":"2026-08-08T04:36:23","modified_gmt":"2026-08-08T04:36:23","slug":"house-leaders-demand-answers-on-burrowing-political-appointees","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2020\/12\/01\/house-leaders-demand-answers-on-burrowing-political-appointees\/","title":{"rendered":"House leaders demand answers on burrowing political appointees"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">House committee chairs sent a total of 61 <a href=\"https:\/\/oversight.house.gov\/sites\/democrats.oversight.house.gov\/files\/2020-11-25.Cmte_.%20Chairs%20to%20Agencies_Burrowing%20In.pdf\" target=_blank>letters<\/a> to agency heads Nov. 25 calling for information on politically appointed employees that have burrowed into career positions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBurrowing in\u201d refers to politically appointed employees converting over to positions in the career civil service, and \u2014 while allowed with careful consideration and approval from the Office of Personnel Management \u2014 is a process that comes under intense scrutiny during presidential transition years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burrowing employees can be seen as an attempt by outgoing administrations to install employees loyal to their policies permanently at the agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cProtecting the nonpartisan expertise of the career civil service is essential to the safety and security of the American people. Federal law requires that personnel actions are carried out in such a way that the \u2018selection and advancement\u2019 of employees in the civil service are \u2018determined solely on the basis of relative ability, knowledge, and skills, after fair and open competition,\u2019 rather than on the basis of \u2018partisan political purposes,\u2019\u201d the committee leaders wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are seeking a full accounting of political appointees who have already been hired into career positions or are being considered for such conversions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letter also calls for a full accounting of positions that have been or are under consideration to be <a href=\"https:\/\/www.federaltimes.com\/management\/hr\/2020\/10\/22\/trump-orders-the-removal-of-some-feds-from-competitive-service\/\" target=_blank>converted out of the civil service<\/a> and into a new Schedule F, created by a recent executive order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Schedule F conversions would take employees of a policy-centered nature and remove them from civil service hiring and firing protections, meaning that agency leaders could have more leeway to remove them from employment and fewer restrictions on the hiring practices used to fill that position.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe creation of this schedule would be a dramatic change in the composition of the civil service and expose it to undue political influence and intimidation,\u201d the committee leaders wrote, requiring agencies to supply the names and positions of any employees impacted by the Schedule F conversion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agencies have until Dec. 9 to provide the requested information, and must continue to provide updates to the Committee on Oversight and Reform biweekly until Inauguration
