Nathan Deal to veto a bill that makes unauthorized computer access a crime punishable by up to a year in prison.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 1\u00bd-page proposal, passed in March in the final chaotic hours of Georgia\u2019s legislative session, would make it illegal to intentionally access a computer or network without authorization.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2018\/04\/07\/federal-funds-to-bolster-election-cybersecurity-may-not-be-enough\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_18097009298800.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Federal funds to bolster election cybersecurity may not be enough<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Last summer, with an important Illinois election season months away, Shelby County officials in central Illinois feared that their outdated voting equipment wouldn\u2019t be approved for use by the State Board of Elections.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">It\u2019s designed to give law enforcement the ability to prosecute \u201conline snoopers\u201d \u2014 hackers who probe computer systems for vulnerabilities but don\u2019t disrupt or steal data. The legislation follows the recent discovery by unauthorized independent cybersecurity experts of a gaping vulnerability in the computer network where Georgia\u2019s elections are managed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Republican governor has until May 8 to veto or sign the bill into law. Deal\u2019s office said only that he was reviewing the legislation as he does with all other bills. He has not publicly indicated a stance on the issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A group of more than 50 academics, researchers, cybersecurity experts and technologists wrote Deal recently urging him to veto the bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The group said the \u201clegislation will chill security research and harm the state\u2019s cybersecurity industry.\u201d They said that the bill was problematic because it created new liabilities for security researchers who identify and disclose weaknesses to improve cybersecurity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill would seriously impede the kind of independent research that helps keep critical computer networks safe from intrusion, said Kennesaw State University information security researcher Andy Green, one of the signers of the letter to Deal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last June, an independent researcher alerted Green to the massive unplugged security hole that exposed the personal data of Georgia\u2019s 6.7 million registered voters to the open internet. He confirmed it and sounded the alarm. The subsequent erasure of data from the elections server by its custodians \u2014 just days after a lawsuit was filed calling into question the integrity of Georgia\u2019s statewide voting system \u2014 made national headlines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such probing would be criminalized \u2014 making it punishable by up to a year in prison \u2014 under the bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t know about you but I\u2019m too busy to go to jail for a year,\u201d said Green.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So-called \u201cWhite Hat\u201d hackers who merely identify security holes \u2014 even obvious ones into which a novice could stumble \u2014 would no longer contact the owners of leaky networks and say: \u201d\u2019Hey, you\u2019ve got a problem with these systems. Let me show you how I did it, explain how you can make yourself less susceptible to attack here.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is going to stop, basically,\u201d Green said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The law also would legalize in Georgia \u201cactive defense measures that are designed to prevent or detect unauthorized computer access.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It does not, however, define \u201cdefensive measures\u201d and that gives pause to experts who consider the bill giving license to \u201chack back.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Representatives from Google and Microsoft, in a joint letter to Deal, took issue with the \u201cactive defense\u201d provision, noting that such a broad, undefined authorization of \u201chacking of other networks and systems under the undefined guise of cybersecurity &#8230; is highly controversial within cybersecurity circles.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Georgia has become an important cybersecurity industry hub, ranking third in the nation in information security business and generating more than $4.7 billion in annual revenue, according to the Georgia Department of Economic Development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The state has more than 150 cybersecurity firms as well as information security institutes at the Georgia Institute of Technology, Georgia State University, Augusta University and Kennesaw State.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>AP Technology Writer Frank Bajak contributed to this report from Boston.<\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tech giants Google and Microsoft have joined a chorus or cybersecurity experts urging Georgia Gov.
