The <a href=\"https:\/\/www.federaltimes.com\/management\/budget\/2018\/02\/12\/trump-budget-will-cost-federal-employees-in-pay-and-benefits\/\" title=\"\" class=\"\" target=\"_blank\">impacts would be felt by families and communitie<\/a>s across America,\u201d the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe proposal echoes the administration\u2019s FY 18 budget (except for increases to the Superfund program) and is likely, as it was last year, to be superseded by Congress. But by repeatedly suggesting cuts of this magnitude, it normalizes the expectation that EPA\u2019s budget should be reduced dramatically.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2018\/02\/15\/federal-prison-workers-decrease-dangers-increase-in-trumps-budget\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"175\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/prison-cells.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Federal prison workers decrease, dangers increase in Trump\u2019s budget<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The decrease in prison workers combined with an expected increase in prison populations creates unsafe ratios of correctional officers to inmates, says prison worker union president.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Environmental Protection Network is a volunteer group of environmentally experienced teams from both Democratic and Republican administrations, whose mission is to \u201cpreserve and advance the nation\u2019s bipartisan legacy of progress towards clean air, water and land and climate protection.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2019 budget proposes just over $6 billion in <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2017\/10\/17\/democrats-accuse-epas-pruitt-of-misusing-taxpayer-funds\/\" title=\"\" class=\"\" target=\"_blank\">appropriations for the EPA<\/a>, a 26 percent reduction from 2017 funding levels. This includes a reduction of 2,574 EPA employees, or 17 percent of the agency\u2019s current workforce.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the report, this reduction would be on top of significant staffing decreases that have occurred over the past five years, bringing the number of EPA employees to that of 1984 staffing levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn that context, the proposed new reduction would eviscerate EPA\u2019s ability to do its congressionally mandated work protecting the environment and human health. The staff reduction carried out by the administration since it took office on January 20, 2017, has been achieved largely through retirements, administrative actions like buyouts, and the imposition of a hiring freeze. These reductions have been carried out without a mandate from Congress to pursue [full-time employee] reductions, and the administration has made clear its intention to continue further reducing FTE levels, which is a serious concern,\u201d the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the report, the budget also eliminates 50 of the EPA\u2019s programs entirely while drastically reducing funding for many others, such as funding for states and tribes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe administration argues these entities should play a larger role and receive less oversight from EPA. In theory, this is possible but in fact, states and tribes don\u2019t have the financial capacity to increase their environmental funding, and they are highly dependent on technical and other support from the federal government. Federal funding provides, on average, more than 25 percent of the operating budgets for state and tribal environmental programs,\u201d the report said. \u201cThese cuts will devastate state and tribal programs, including permitting, implementation and enforcement.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The budget itself, while acknowledging the \u201csignificant environmental and public health gains\u201d that the EPA has made, proposes the elimination of \u201clower priority\u201d programs in favor of focusing on \u201ccore mission areas.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, according to the report, the 2019 budget proposes cuts to important nontraditional programs and traditional core programs
