{"id":17242,"date":"2020-09-09T21:26:03","date_gmt":"2020-09-09T21:26:03","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2020\/09\/09\/dem-report-postal-service-changes-delay-prescription-drugs\/"},"modified":"2026-08-08T04:43:22","modified_gmt":"2026-08-08T04:43:22","slug":"dem-report-postal-service-changes-delay-prescription-drugs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2020\/09\/09\/dem-report-postal-service-changes-delay-prescription-drugs\/","title":{"rendered":"Dem report: Postal Service changes delay prescription drugs"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Delivery of mail-order prescription drugs was delayed significantly this summer after the new postmaster general <a href=\"https:\/\/www.federaltimes.com\/management\/2020\/08\/07\/usps-plans-for-hiring-freezes-early-retirements-under-continued-losses\/\" target=_blank>ordered major changes <\/a>in U.S. Postal Service operations, according to a report released Wednesday by Senate Democrats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report contradicts public claims by Louis DeJoy that the recent moves he imposed \u201cshould not have impacted anybody.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prescription drug orders filled by mail have risen by one-fifth during the coronavirus pandemic, the report found, and delivery times for medications generally increased by as much as one-third. That means deliveries that previously took two days or three days now take an extra day, the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some delays were much longer. One mail-order pharmacy, not identified in the report, said there was \u201ca marked increase in July in the number of patients experiencing shipment delays of seven days or more.\u201d A different pharmacy reported that orders taking over five days have &#8220;risen dramatically.&#8221;<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/08\/16\/lawmakers-postal-changes-delay-mail-order-medicine-for-vets\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1266150848.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Lawmakers: Postal changes delay mail-order medicine for vets<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Policy changes that slow delivery at the U.S. Postal Service are taking a toll on military veterans, who are reporting much longer wait times to receive mail-order prescription drugs, according to Democratic senators.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">&#8220;I blame the postmaster general for delays in prescription deliveries that put the health of the American people at risk,&#8221; said Sen. Elizabeth Warren, D-Mass. Warren released the report Wednesday with Sen. Bob Casey, D-Pa. Both senators serve on the Senate Special Committee on Aging and the Senate Health, Education, Labor and Pensions Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a Capitol news conference, Warren acknowleged the pandemic has \u201cput some stress\u201d on the Postal Service by increasing Americans&#8217; reliance on the mail. But she said the response should have been to \u201cput more resources in, so the post office can maintain on-time delivery.\u201d Instead, DeJoy \u201ccut resources\u201d and took other steps to <a href=\"https:\/\/www.federaltimes.com\/management\/2020\/08\/24\/overtime-survives-but-usps-truck-policies-could-further-mail-delays\/\" target=_blank>make on-time delivery more difficult<\/a>, she said. \u201cHe\u2019s gone in exactly the opposite direction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The nine-page report was based on information from five of the nation\u2019s largest pharmacies and pharmacy benefit managers that provide mail order service, including Cigna\/Express Scripts, CVS Health, Walgreens Boots Alliance, UnitedHealth\/Optum and Humana. Senate staff also talked to patient advocacy groups and national associations representing pharmacy benefit managers and specialty pharmacies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Postal Service spokesman said the agency\u2019s workforce, &#8220;like many others, have been impacted by the COVID-19 crisis, which has resulted in certain service disruptions.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials are \u201caggressively working to ensure full service coverage across the network, including increasing hiring based on local needs and improving process flows,\u201d spokesman Dave Partenheimer said. Weekly performance data show positive trends \u201cand we are optimistic these trends will continue,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a letter to the Postal Service Board of Governors, Warren and Casey urged quick action to \u201creverse these lapses in services,&#8221; which they said \u201crepresent an ongoing public health threat.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know Louis DeJoy is sabotaging the Postal Service,\u201d Warren said. \u201cHe needs to resign and if he won\u2019t, the board of governors must remove him.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report came as a government watchdog group asked authorities in North Carolina to investigate DeJoy over allegations that he pressured staffers at his former business to <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2020\/09\/08\/house-to-investigate-postal-chief-dejoy-for-possible-campaign-law-violations\/\" target=_blank>donate to Republicans<\/a> and then illegally reimbursed those staffers with bonuses. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The allegations emerged as DeJoy is already under intense scrutiny for pushing through a series of changes at the Postal Service that have delayed deliveries and raised concerns over how the agency will process the <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2020\/08\/24\/dejoy-tells-lawmakers-that-trump-attacks-on-mail-in-ballots-not-helpful\/\" target=_blank>expected record number of mail-in ballots this fall<\/a>. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2020\/09\/01\/house-to-subpoena-postmaster-general-over-mail-delays\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20237662542352.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">House to subpoena postmaster general over mail delays<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The House Oversight Committee intends to subpoena Postmaster General Louis DeJoy for documents about disruptions in mail delivery operations that are now central to questions over the ability to handle an onslaught of mail-in ballots expected for the November election.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Common Cause North Carolina filed a formal complaint with the state Board of Elections Wednesday and asked North Carolina Attorney General Josh Stein to investigate the allegations. House Democrats are investigating.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Five former employees of DeJoy\u2019s former company, New Breed Logistics, told The Washington Post that DeJoy or his aides urged them to give money to GOP candidates or attend high-priced fundraisers at his Greensboro mansion. DeJoy would then give staffers who donated larger bonuses to offset the cost of the campaign contributions, two other former employees told the newspaper. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis troubling fundraising scheme allegedly perpetrated by Louis DeJoy has the appearance of bypassing North Carolina\u2019s campaign finance limits in order to illicitly buy political access and curry favor with elected officials,\u201d said Bob Phillips, executive director of Common Cause North Carolina. \u201cThese allegations should be thoroughly investigated and, if true, Mr. DeJoy must be held accountable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s not illegal to encourage employees to contribute to candidates, but it is illegal to reimburse them as a way of avoiding federal campaign contribution limits. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spokesman for the state elections board decline to comment. Stein has said that \u201cany credible allegations of such actions merit investigation by the appropriate state and federal authorities,\u201d including the Federal Election Commission and the state elections board.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Monty Hagler, a private spokesperson for DeJoy, said in a statement this week that DeJoy was unaware any workers felt pressure to make donations and that DeJoy believes he has always complied with campaign fundraising laws. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Campaign finance disclosures show that between 2000 and 2014, when New Breed was sold, more than 100 employees donated over $610,000 to Republican candidates that DeJoy and his family supported. The figure excludes more than $1 million that DeJoy and family members gave to Republican politicians. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GOP Sen. Thom Tillis of North Carolina, who is facing a tough reelection race this year, was a top recipient, collecting more than $190,000 from over 35 company workers ahead of his 2014 election, records show. The contributions were all made during a short window of time, between the end of September and the first week of October. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Casey said DeJoy\u2019s actions to slow mail delivery \u201care having real \u2014 potentially life threatening \u2014 consequences for people that depend on the Postal Service.\u201d The board of governors must hold DeJoy &#8220;accountable for this sabotage, and Congress must provide emergency USPS funding,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Izaguirre reported from Charleston, West Virginia.
