Circuit Court, as Department of Justice officials filed Sept. 25 to appeal a prior ruling overturning much of the orders\u2019 substance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The executive orders cut back on the amount of time federal employees could use for union duties, while calling for the renegotiation of agency contracts with unions and making it easier for those agencies to fire poor performing employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some federal agencies soon began evicting unions from their office spaces, as the orders also instructed federal officials that unions could no longer use government property for free.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2018\/07\/23\/ssa-violates-discipline-rules-after-employee-protests-union-crackdown\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"172\" class=\"smg-interstitial-link__title\">A fed\u2019s protest leads to discipline rule violations<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">U.S. Code limits the time an agency employee can be placed on administrative leave, but the Social Security Administration has exceeded it for an employee following a nondestructive act protesting union crackdowns.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Union officials said at the time that the <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/07\/12\/unions-call-out-chaos-caused-by-trump-executive-orders\/\" target=_blank>orders prevented union representatives<\/a> from fulfilling their legally mandated responsibilities to represent and advise their peers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A group of federal employee unions quickly <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/07\/12\/unions-call-out-chaos-caused-by-trump-executive-orders\/\" target=_blank>sued the administration for overreach<\/a> through the executive orders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/08\/26\/judge-rules-trump-overstepped-with-union-executive-orders\/\" target=_blank>district court judge ruled Aug. 25<\/a> that significant provisions in the executive orders \u201ccannot be sustained\u201d as they directly run around of Congressional intent in the Federal Service Labor Management Relations Statute.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Four days later, the <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/08\/29\/opm-memo-takes-back-guidance-on-trump-executive-orders\/\" target=_blank>Office of Personnel Management officially rescinded guidance<\/a> on the enforcement of the orders, but stated that the agency \u201cwill work with the U.S. Department of Justice to evaluate next steps in this
