{"id":17389,"date":"2020-04-10T16:38:38","date_gmt":"2020-04-10T16:38:38","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2020\/04\/10\/homeland-security-will-use-a-new-procurement-pilot-program-to-fight-covid-19\/"},"modified":"2026-08-08T04:43:12","modified_gmt":"2026-08-08T04:43:12","slug":"homeland-security-will-use-a-new-procurement-pilot-program-to-fight-covid-19","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/govcon\/contracting\/2020\/04\/10\/homeland-security-will-use-a-new-procurement-pilot-program-to-fight-covid-19\/","title":{"rendered":"Homeland Security will use a new procurement pilot program to fight COVID-19"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Department of Homeland Security <a href=\"https:\/\/beta.sam.gov\/opp\/4f00c495f2eb489b8297295bb651bbee\/view?keywords=&#038;sort=-modifiedDate&#038;index=opp&#038;is_active=true&#038;page=2&#038;opp_response_date_filter_model=%7B%22dateRange%22:%7B%22startDate%22:%22%22,%22endDate%22:%22%22%7D%7D&#038;date_filter_index=0&#038;inactive_filter_values=false&#038;organization_id=100011942\" target=_blank>announced April 9<\/a> that it will use a recently established pilot program to procure innovative tools to assist in its fight against the new coronavirus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new effort comes on the heels of an April 1 announcement from DHS chief procurement officer Soraya Correa, who said the department will set up a <a href=\"https:\/\/www.federaltimes.com\/govcon\/contracting\/2020\/04\/03\/homeland-security-sets-up-coronavirus-procurement-team\/\" target=_blank>Procurement &amp; Acquisition Innovation Response team<\/a> to handle the influx of industry inquiries looking to help the department with its response to the COVID-19 pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The effort will involve DHS\u2019 Commercial Solutions Opening Pilot program, established by the fiscal 2017 defense policy law and kicked off in 2019, which allows DHS to procure new commercial technologies at a faster and more efficient rate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department\u2019s needs are broad, ranging from handling the shortage of <a href=\"https:\/\/www.defensenews.com\/land\/2020\/04\/09\/army-to-hold-competition-to-build-ventilators-for-covid-19-emergency-response\/\" target=_blank>personal protective equipment<\/a> to converting logistics operations to support its pandemic response.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDHS is seeking innovative commercial products that are in support of the COVID-19 response or similar microbial threats,\u201d the special notice said. \u201cConsidering the magnitude and potential threat that COVID-19 and similar microbial threats pose to our nation\u2019s health, safety and security, the Government seeks to rapidly accelerate the testing and fielding of new capabilities, employing innovative commercial products to the detection of exposure, prevention, containment and treatment of COVID-19 and similar microbial threats.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Specifically, the agency is looking for products that:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Supplement shortages and\/or emerging needs for personal protective equipment.<\/li><li>Enhance or expedite screening capabilities.<\/li><li>Enhance or expedite facility cleaning capabilities.<\/li><li>Extend testing capabilities.<\/li><li>Utilize technology to support the COVID-19 response.<\/li><li>Convert existing production and logistics operations to support the COVID-19 response.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">According to the notice, the products would be used to support the Department of Health and Human Services as well as the Federal Emergency Management Agency, which is taking the lead for the federal government\u2019s response to the virus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAn important aspect of this objective is to support the efficient acquisition and testing of innovative commercial products from legitimate suppliers, as well as the efficient production and fielding of the successfully tested innovative commercial products,\u201d the notice said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DHS plans to make awards in fiscal 2020.
