{"id":17404,"date":"2017-03-10T18:33:52","date_gmt":"2017-03-10T18:33:52","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2017\/03\/10\/federal-websites-fail-on-multiple-fronts-claims-tech-policy-think-tank\/"},"modified":"2026-08-08T04:46:22","modified_gmt":"2026-08-08T04:46:22","slug":"federal-websites-fail-on-multiple-fronts-claims-tech-policy-think-tank","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2017\/03\/10\/federal-websites-fail-on-multiple-fronts-claims-tech-policy-think-tank\/","title":{"rendered":"Federal websites fail on multiple fronts, claims tech-policy think tank"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Failures to meet basic standards for security, speed, mobile friendliness or accessibility are a rampant problem among the most popular federal websites finds <a class=\"\" href=\"https:\/\/itif.org\/publications\/2017\/03\/08\/benchmarking-us-government-websites\" target=\"_blank\" title=\"Link: https:\/\/itif.org\/publications\/2017\/03\/08\/benchmarking-us-government-websites\">a new study<\/a> released by the Information Technology and Innovation Foundation.<br\/><br\/> The tech-policy think tank analysis of 297 websites found 92 percent deficient in at least one category when tested using publicly available tools.<br\/><br\/><\/p>\n\n\n\n<div class=\"apester-media\" data-media-id=\"58c6e8373d7ca9a841f37e5c\" height=\"404\"><\/div>\n\n\n\n<script async=\"\" src=\"\/\/static.apester.com\/js\/sdk\/v2.0\/apester-javascript-sdk.min.js\"><\/script>\n\n\n\n<p class=\"wp-block-paragraph\">A third failed the test for Secure Sockets Layer certificates \u2014 including the <a class=\"\" href=\"defense.gov\" target=\"_blank\" title=\"Link: defense.gov\">Department of Defense<\/a>, the <a class=\"\" href=\"trade.gov\" target=\"_blank\" title=\"Link: trade.gov\">International Trade Administration<\/a>and the <a class=\"\" href=\"http:\/\/uscourts.gov\" target=\"_blank\" title=\"Link: http:\/\/uscourts.gov\">United States Courts<\/a>\u2014 while 10 percent \u2014 among them the <a class=\"\" href=\"http:\/\/house.gov\" target=\"_blank\" title=\"Link: http:\/\/house.gov\">House of Representatives<\/a>, the <a class=\"\" href=\"http:\/\/speaker.gov\" target=\"_blank\" title=\"Link: null\">Speaker of the House of Representatives<\/a>and the <a class=\"\" href=\"http:\/\/fs.fed.us\" target=\"_blank\" title=\"Link: http:\/\/fs.fed.us\">U.S. Forest Service<\/a>\u2014 failed to enable Domain Name System Security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly a quarter of sites failed the speed test for desktops, while 64 percent failed the speed test for mobile devices. Some sites \u2014 including the <a class=\"\" href=\"http:\/\/gsa.gov\" target=\"_blank\" title=\"Link: http:\/\/gsa.gov\">General Services Administration<\/a>, the Federal Trade Commission\u2019s IdentityTheft.gov and the <a class=\"\" href=\"http:\/\/cancer.gov\" target=\"_blank\" title=\"Link: http:\/\/cancer.gov\">National Cancer Institute<\/a>\u2014 failed both.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">And an equal amount \u2014 including the <a class=\"\" href=\"http:\/\/trade.gov\" target=\"_blank\" title=\"Link: http:\/\/trade.gov\">International Trade Administration<\/a>and the <a class=\"\" href=\"http:\/\/irs.gov\" target=\"_blank\" title=\"Link: null\">Internal Revenue Service<\/a>\u2014 failed the accessibility test for users with disabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Websites that failed the mobile-friendliness test (a total of 41 percent) include the <a class=\"\" href=\"http:\/\/weather.gov\" target=\"_blank\" title=\"Link: null\">National Weather Service<\/a>, the <a class=\"\" href=\"http:\/\/treasury.gov\" target=\"_blank\">Treasury Department<\/a>and the <a class=\"\" href=\"http:\/\/trade.gov\" target=\"_blank\">International Trade Administration<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ranked based on the adherence to federal requirements and industry best practices, the websites performing best include health <a href=\"http:\/\/data.gov\" title=\"Link: http:\/\/data.gov\">data.gov<\/a>, <a href=\"http:\/\/healthfinder.gov\" title=\"Link: http:\/\/healthfinder.gov\">healthfinder.gov<\/a>, <a href=\"http:\/\/consumerfinance.gov\" title=\"Link: http:\/\/consumerfinance.gov\">consumerfinance.gov<\/a>, <a href=\"http:\/\/whitehouse.gov\" title=\"Link: http:\/\/whitehouse.gov\">whitehouse.gov<\/a>(Trump administration) and <a href=\"http:\/\/usembassy.gov\" title=\"Link: http:\/\/usembassy.gov\">usembassy.gov<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The five worst-performing websites among those studied are <a href=\"http:\/\/usphs.gov\/\">usphs.gov<\/a>, <a href=\"http:\/\/fmc.gov\/\">fmc.gov<\/a>, <a href=\"http:\/\/osti.gov\/\">osti.gov<\/a>, <a href=\"http:\/\/trade.gov\/\">trade.gov<\/a>and <a href=\"http:\/\/ipcc-wg2.gov\/\">ipcc-wg2.gov<\/a>.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">The ITIF\u2019s recommendations to policymakers include the following steps the White House, the Office of Management and Budget and Congress should take to ensure citizens can access government services and information online:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The White House should launch website modernization &#8220;sprints&#8221; to fix known problems, mandate federal websites meet page load speed requirements and require agencies to monitor and share detailed website analytics.<\/li><li>OMB should launch a website consolidation initiative.<\/li><li>Congress should encourage non-executive agencies and branches of government to adopt federal standards and best practices.<\/li><li>The White House and Congress should establish a
