{"id":17405,"date":"2015-06-02T21:20:03","date_gmt":"2015-06-02T21:20:03","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2015\/06\/02\/congress-calls-for-reform-of-small-aircraft-policy\/"},"modified":"2026-08-08T04:39:25","modified_gmt":"2026-08-08T04:39:25","slug":"congress-calls-for-reform-of-small-aircraft-policy","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2015\/06\/02\/congress-calls-for-reform-of-small-aircraft-policy\/","title":{"rendered":"Congress calls for reform of small aircraft policy"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">On April 15, a 61-year-old Postal Service employee named Doug Hughes got into a small, single-man gyrocopter in Gettysburg, Pennsylvania, and flew 80 miles to Washington, D.C., where he landed his aircraft on the lawn of the Capitol building.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Jan. 27, a federal employee accidentally crashed a small 2-foot drone onto the lawn of the White House.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But while Hughes was immediately arrested by Capitol Police, and the federal employee responsible for the drone disciplined, it left a larger question unanswered: Is there a better way for agencies to prepare for and respond to what experts assume to be an increasing number of similar incidents?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members of Congress and experts say federal agencies need to find one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Jason Chaffetz, R-Utah, chairman of the House Oversight and Government Reform Committee, said Hughes was only allowed to get as close as he did due to &#8220;a lack of communication and some human error&#8221; among agencies tracking him.<\/p>\n\n\n\n<p>He also criticized a lack of coordination and communication among law enforcement agencies and called the gyrocopter incident a wake-up call for how agencies <span class=\"-newsgate--ccix-command-243\">respond to these situations.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now members of Congress are calling to investigate and possibly reform how agencies deal with small aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. James Lankford, R-Okla., chairman of the Senate Subcommittee on Regulatory Affairs and Federal Management in the Homeland Security and Governmental Affairs Committee, said while the Capitol Police responded well to the issue, federal agencies failed to respond properly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The fact that someone flew through one of the most restricted airspace in our country is shocking and unacceptable. The Homeland Security and Governmental Affairs Committee is investigating this incident to identify failures and possible needed reforms to prevent this from happening ever again,&#8221; Lankford said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Ron Johnson, R-Wis., chairman of the committee, said he is requesting a full accounting from all federal agencies entrusted with handling events such as these.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I am deeply concerned that someone has the ability to fly for over an hour through the most restricted airspace in our country, past the White House, and land on the lawn of the Capitol,&#8221; Johnson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Lindsey Graham, R-S.C., said on CNN April 16 that the proper response should have been to shoot down Hughes and the gyrocopter and the fact that he was not shows a vulnerability in security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said that Hughes&#8217; ability to land on the Capitol lawn should force the agencies responsible to fire the people in charge of overseeing that area of security. Whether it&#8217;s the Capitol Police or an officer inside the military, someone should be fired, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I would argue that, no, we&#8217;re not safe when somebody can land a helicopter on the lawn of the Capitol, and the Capitol Police not know about it until he lands,&#8221; Graham said on CNN.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The best solution is a partnership between Congress and federal agencies to identify the best way to prevent and respond to these issues, said Chris Cummiskey, former undersecretary for management at DHS and currently an independent consultant on government management issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said as the technology to buy or build drones and gyrocopters continues to drop in cost, agencies will need to figure out a way to deal with the potential threats they pose.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We are on the cusp of a dangerous period,&#8221; Cummiskey said. &#8220;Those with malicious intentions can potentially do a lot of damage \u2014 and that&#8217;s a challenge for federal agencies.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agencies should join with members of Congress to form a task force to determine which agencies have responsibilities in which areas as it relates to small aircraft that can fly close to the ground, Cummiskey said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said in many cases a number of agencies each have some portion of the responsibility without there being a clear leader in particular instances, making it harder to coordinate. Defining those responsibilities and determining where each agency&#8217;s responsibilities begin and end with regards to small drones or gyrocopters will help solve the bureaucratic obstacles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while the recent events were either mistakes or stunts, these high-visibility events can give ideas to those with more malicious intent, Cummiskey said.<\/p>\n\n\n\n<p>&#8220;Those that would like to do harm are watching these events unfold and it spurs the imagination. Is there a way to respond to them better? Those kinds of questions need to be sorted out sooner rather than later,&#8221; Cummiskey said.<span
