But it&#8217;s OK, you have an idea about how to solve it. That&#8217;s where a new problem arises: your department doesn&#8217;t have the time or budget to explore this idea and bring it to fruition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you work at a component of Health and Human Services, you have an option: the HHS IDEA Lab Ignite Accelerator. Teams with innovative ideas about how to help their offices are given funding, training and three months to turn their ideas into reality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The demo day featured 11 projects developed between June and September. Many of the projects focused on providing better citizen services, though a number were directed toward improving employee workflow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i><b>Don&#8217;t Miss CYBERCON 2015: <\/b><a href=\"http:\/\/cybercon.federaltimes.com\/\" title=\"http:\/\/cybercon.federaltimes.com\/\">Nov. 18 cybersecurity conference featuring DISA Director Lt. Gen. Alan Lynn<\/a><\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NARMS Collect project, for instance, is developing an app to help employees at the FDA&#8217;s National Antimicrobial Resistance Monitoring System streamline and digitize the collection of samples to be tested for foodborne bacteria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The paper-based process in use now eats up a considerable amount of employees&#8217; time and is generally tedious and cumbersome, said Emily Crarey, project lead and FDA epidemiologist. The team estimates the new app will save an average of 16 hours of data entry per month and $84,000 a year across NARMS&#8217;s 14 sites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More importantly, it will make life much easier for collectors by digitizing the process and helping automate things like activity logs and mapping collection routes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Using funding and assistance from the Ignite program, the team was able to develop a single, digitized scheduling system that streamlined employee workflow and enabled a degree of automation. The system even improved the overall process, allowing NIAID to set task schedules for months out \u2014 rather than just days or weeks \u2014 and identify conflicts and overlaps before they become an issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Our program failed to provide [the employee] with the tools she needs to do her job,&#8221; said project lead Duane Price, senior scientific review officer for NIAID&#8217;s Immunology Review Branch. &#8220;We want to help our staff move from a reactive to a proactive management style.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During his presentation, Price focused on one administrative assistant but noted the program can be rolled out across NIAID and NIH.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Creating more winners<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ignite Accelerator \u2014 now in its third year \u2014 acts as an incubator, helping the teams refine and revise their ideas, or even scrap them if they won&#8217;t deliver real value.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the IDEA Lab might seem like something modeled after the private sector, the goals and methodology are different, according to Edmund Pendleton, director of the University of Maryland&#8217;s DC I-Corps Program, which has partnered with IDEA Lab to provide training and mentoring for innovation and development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Venture capitalists &#8220;are trying to pick winners,&#8221; Pendleton said. &#8220;That&#8217;s not what we do in the HHS Ignite program.&#8221;<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We can&#8217;t take every single idea and make it successful \u2014 there&#8217;s no way,&#8221; Pendleton said, but the Ignite program can help bring ideas from the fringe into more realistic territory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once an idea is preliminarily accepted, the process begins to look more like a start-up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;You&#8217;re an innovator, you&#8217;re in some ways very much like a start-up company \u2014 you&#8217;re trying to put together a model that works and delivers value,&#8221; Pendleton said. &#8220;There are elements of the business model concept that directly apply.&#8221;<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">That business case must include an explicit description of how an idea will deliver value to the stakeholders, defined as real benefits to the users, not just features like &#8220;faster&#8221; or &#8220;easy to use,&#8221; Pendleton said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once an idea is fully fleshed out, the individual agencies and offices can decide how best to implement and expand the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IDEA Lab will begin <a href=\"http:\/\/www.hhs.gov\/idealab\/what-we-do\/hhs-ignite\/\" title=\"http:\/\/www.hhs.gov\/idealab\/what-we-do\/hhs-ignite\/\">accepting applications<\/a> for its fifth round \u2014 Spring 2016
