{"id":17531,"date":"2018-12-20T18:24:41","date_gmt":"2018-12-20T18:24:41","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/12\/20\/house-democrats-introduce-bill-to-prevent-usda-relocation\/"},"modified":"2026-08-08T04:43:09","modified_gmt":"2026-08-08T04:43:09","slug":"house-democrats-introduce-bill-to-prevent-usda-relocation","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2018\/12\/20\/house-democrats-introduce-bill-to-prevent-usda-relocation\/","title":{"rendered":"House Democrats introduce bill to prevent USDA relocation"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A group of nine Democratic representatives signed on to a bill Dec. 19 that would keep the U.S. Department of Agriculture from reorganizing its National Institutes of Food and Agriculture and Economic Research Service and relocating those departments outside the Washington, D.C., area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe National Institute of Food and Agriculture and the Economic Research Service are already doing great work to support American farmers and consumers right where they are. Uprooting these key agencies is absolutely unnecessary and risks weakening them when our nation\u2019s food system and agricultural economy need them most,\u201d bill co-sponsor Rep. Chellie Pingree said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy colleagues and I have repeatedly sent this message to the secretary. Since he\u2019s forging ahead regardless of our feedback \u2014 or the concerns of the nation\u2019s agriculture research scientists \u2014 this bill is a necessary step.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secretary of Agriculture Sonny Purdue <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/08\/13\/usda-to-move-over-700-feds-out-of-dc\/\" target=_blank>announced the intended move in August<\/a>, saying that the move would attract new talent to the agency and reduce operating costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But congressional and industry organizations <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/09\/06\/opposition-mounts-to-usda-employee-relocation\/\" target=_blank>worried that the move would disrupt both department employees and the vital research<\/a> those offices conduct.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe proposal to move the Economic Research Service and National Institute of Food and Agriculture is yet another attack on science by the Trump administration,\u201d said Rep. Rosa DeLauro in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor years, both agencies have been invaluable resources on research and support for the food and agricultural community. This shocking proposed move \u2014 including the sham application process for the relocation of ERS and NIFA \u2014 threatens to politicize these agencies and undermines their ability to carry out their important missions<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the year wrapping up and a new Congress set to take over Jan. 3, it is unlikely the legislation will be voted into law. But expert organizations say the symbolic value of the bill is still important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe fully endorse the intent of this week\u2019s House bill to keep the Economic Research Service and National Institute of Food and Agriculture in the national capital region and the ERS in the USDA research arm. The nation\u2019s capital and the current organization alignment best position these two agencies to support American food, agriculture and rural communities through research, analysis and statistics,\u201d said Ron Wasserstein, executive director of the American Statistical Association, in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile we recognize the bill won\u2019t become law in this Congress, we hope it draws further attention to USDA\u2019s counterproductive and poorly justified upheaval of USDA\u2019s research arm.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The USDA Inspector General\u2019s Office has also <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/watchdogs\/2018\/11\/02\/watchdog-reviewing-plan-to-relocate-key-usda-office\/\" target=\"_blank\">decided to look into the proposed
