Claire McCaskill, D-Mo.; Ron Johnson, R-Wis.; Joni Ernst, R-Iowa; and Gary Peters, D-Mich., sent letters Aug. 27 to both the FEMA administrator and the Department of Homeland Security Office of Inspector General requesting information on how the agency responded to complaints against FEMA Chief Component Human Capital Officer Corey Coleman.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the letter to FEMA, the DHS OIG first received a sexual misconduct complaint against Coleman May 1, 2017, alleging that he had improper sexual relationships with two employees. An internal investigation into the complaint, however, did not begin until December of that year.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/federal-oversight\/2018\/03\/05\/fema-reportedly-misled-inspector-general-in-it-audit\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"163\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/FEMA-Building.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">FEMA reportedly misled inspector general in IT audit<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">An IG verification review found that the Federal Emergency Management Agency misrepresented and inefficiently addressed the resolution of recommendations, and will require a new comprehensive audit.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">FEMA employees had also lodged a total of eight complaints alleging nonsexual misconduct by Coleman and 14 referencing him since his tenure at the agency began in 2011.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Committee news release, the allegations include reports that Coleman had sexual relationships with subordinate employees, promised promotions in exchange and hired personal friends for positions they were unqualified for.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to get to the bottom of what happened in this case and get a better understanding of why it took so long to respond to initial allegations,\u201d said McCaskill. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m proud to join colleagues on both sides of the aisle to hold government agencies accountable and to make sure allegations of sexual misconduct and mismanagement are taken seriously and investigated thoroughly.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">FEMA\u2019s procedures for handling sexual harassment and misconduct complaints were found to be ineffective in a July 2017 Government Accountability Office review, as such procedures were unable to ensure that all cases referred to FEMA by the DHS OIG \u2014 as Coleman\u2019s was \u2014 were properly accounted for, reviewed and addressed.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/leadership\/2018\/05\/15\/embattled-fema-cio-reassigned-to-caribbean-post\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"170\" class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Embattled FEMA CIO reassigned to Caribbean post<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Federal Emergency Management Agency&#039;s chief information officer for the past five years, Adrian Gardner was reassigned to a role at the Caribbean Area Division in the wake of allegations that he misled the agency&#039;s inspector general.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The senators requested that FEMA provide information on the investigation into allegations against Coleman, each of the complaints made to the FEMA Office of Equal Rights, the DHS OIG referrals to FEMA regarding Coleman, a copy of the FEMA administrative investigation manual and an update on planned IT purchases for a case management system at the agency by Sept. 10.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The senators also requested that DHS OIG provide details of the complaints against Coleman, any complaints the office may have received while Coleman was working at the Secret Service, any investigations the OIG is participating in, the DHS OIG referral policy for sexual misconduct allegations and any potential review of those policies by the same
