{"id":17745,"date":"2018-02-13T22:14:49","date_gmt":"2018-02-13T22:14:49","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/02\/13\/trump-it-budget-same-objectives-different-funding-goals\/"},"modified":"2026-08-08T04:48:00","modified_gmt":"2026-08-08T04:48:00","slug":"trump-it-budget-same-objectives-different-funding-goals","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/budget\/2018\/02\/13\/trump-it-budget-same-objectives-different-funding-goals\/","title":{"rendered":"Trump IT budget: same objectives, different funding goals"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The 2019 budget proposal released by the White House Feb. 12, 2018, lists IT modernization and data management as core components of the <a href=\"https:\/\/www.federaltimes.com\/management\/budget\/2018\/02\/12\/from-trump-budget-new-management-agenda-to-come-in-march\/\" title=\"\" class=\"\" target=\"_blank\">president\u2019s management agenda<\/a>, but reiterates many already-established tech priorities for the administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAlthough the federal government spends roughly $90 billion annually on IT, these systems remain outdated and poorly protected. The administration will increase the use of modern technologies, retire highly insecure and outdated systems, and direct modernization cost savings to mission-driven outcomes,\u201d the budget said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rich Beutel, principal at Cyrrus Analytics and former counsel for acquisition and IT policy for the House Oversight and Government Reform Committee, characterized the budget as \u201cdead on arrival\u201d in Congress because of their <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2018\/02\/07\/budget-in-progress-senators-talk-potential-2-year-deal\/\" title=\"\" class=\"\" target=\"_blank\">recent two-year budget deal.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHowever, it may be useful to ascertain the general strategic direction of the administration,\u201d said Beutel, noting that most of the report is consistent with what the Trump administration has already signaled about their IT strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe president\u2019s budget is always a strategic document,\u201d said Mike Hettinger, managing principal at Hettinger Strategy Group and former House of Representatives Republican Leadership chief of staff and committee staff director. <br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That strategy includes a focus on the <a href=\"https:\/\/www.federaltimes.com\/acquisition\/gsa\/2017\/12\/14\/usda-first-up-in-white-house-gsa-tech-acquisition-pilot\/\" title=\"\" class=\"\" target=\"_blank\">Centers of Excellence program<\/a> created by the Office of American Innovation and General Services Administration, which is being trialed in the Department of Agriculture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the 2019 budget, the Centers of Excellence will focus on cloud migration, data center consolidation and call center modernization. These priorities also reflect the administration\u2019s prior emphasis on shared services in the <a href=\"https:\/\/www.federaltimes.com\/it-networks\/2017\/12\/13\/white-house-releases-final-it-modernization-report\/\" title=\"\" class=\"\" target=\"_blank\">Office of American Innovation\u2019s IT Modernization Report.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMany folks remain skeptical that any kind of operationally significant shared shares initiatives will gain traction given the dismal operational history of shared-services projects,\u201d said Beutel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal calls for a 5.2 percent increase in IT spending, with $1.5 million for a technology business management office within GSA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the budget also appears to be less optimistic about securing funding for IT and modernization within the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December 2017, the <a href=\"https:\/\/www.federaltimes.com\/it-networks\/2017\/12\/12\/mgt-signed-into-law-central-fund-money-still-in-question\/\" title=\"\" class=\"\" target=\"_blank\">Modernizing Government Technology Act was signed into law<\/a> as part of the National Defense Authorization Act. MGT instructs agencies to develop their own working capital funds and calls for the appropriation of a $250 million revolving capital fund housed within the General Services Administration, which agencies can borrow from to fund modernization projects. That fund has yet to be appropriated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In his 2019 budget proposal, Trump called for $210 million to populate the fund, less than both the amount established in the legislation and the $228 million Trump asked for in the 2018 budget proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c$210 million for the technology modernization fund is a start, but it would be great if we could see additional funds,\u201d said Hettinger.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And when the revolving capital fund was initially proposed by then-federal Chief Information Officer Tony Scott in 2016, it included $3 billion in appropriated funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hettinger added that the selection of a <a href=\"https:\/\/www.federaltimes.com\/management\/leadership\/2018\/01\/26\/white-house-nominates-federal-cio\/\" title=\"\" class=\"\" target=\"_blank\">new federal CIO, Suzette Kent<\/a>, will also have an impact on how the priorities outlined in the budget proposal come to fuition, as each CIO looks to \u201cput their stamp\u201d on the government\u2019s IT outlook.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As another part of the modernization push, the 2019 budget calls for retraining and redeployment for some employees to fill the IT skill gaps and for programs to attract the best IT talent to federal service, stating:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOutdated rules and technology have often left the federal government struggling to attract the best talent, to hire quickly, or to hold workers and leaders accountable. The administration will modernize processes and practices to bring out the best in employees and enable the federal workforce to more effectively deliver mission results.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The budget <a href=\"https:\/\/www.federaltimes.com\/management\/budget\/2018\/02\/12\/trump-budget-will-cost-federal-employees-in-pay-and-benefits\" title=\"\" class=\"\" target=\"_blank\">proposal characterized federal employees<\/a> as often performing \u201coutdated duties\u201d and called for greater managerial discretion to foster a workforce that meets future needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Hettinger, what isn\u2019t overtly stated in the budget but implied in its priorities is a focus on making government IT mimic the experience that citizens have in the private sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBringing that commercial, everyday experience into government is a lot of what is needed right
