The American public was encouraged to submit their ideas for federal improvements and by June 2017 OMB announced that it had received more than 100,000 submissions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Less than a year later,<a href=\"https:\/\/www.peer.org\/assets\/docs\/omb\/5_3_18_OMB_admission.pdf\" title=\"\" class=\"\" target=\"_blank\"> OMB said that \u201cno responsive records were located\u201d<\/a> in answer to a Freedom of Information Act request for the public submissions registered by the Public Employees for Environmental Responsibility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow could they not locate 100,000 comments?\u201d asked PEER Executive Director Jeff Ruch in a news release on the FOIA request. \u201cThe White House call for public involvement in reforming government seems to have been merely a cynical stunt.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/career-management\/2017\/09\/15\/what-feds-need-to-know-about-government-reorganization\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"207\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635580619377945094-022012tns-woundedjobs-3jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">What feds need to know about government reorganization<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Four experts from think tanks and executive agencies testified on the potential effects of federal reorganization, as well as give their own recommendations on the issue.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">OMB promised in an April 12, 2017, memo on the reorganization efforts to be responsible for coordinating the public\u2019s submissions, stating that the agency would \u201cshare the public feedback with agencies as appropriate for their consideration.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FOIA request, filed by PEER in July 2017, called for records of the topic areas covered by public suggestion, how OMB analyzed the public\u2019s ideas and what follow-up the agency took or plans to take.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OMB failed to respond to the original request, prompting PEER to sue OMB in January 2018. OMB then sent a letter on April 30, 2018, notifying PEER that OMB was unable to locate any records reflecting what the organization had requested.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The executive order and subsequent call for reorganization plans has come under scrutiny as an <a href=\"https:\/\/www.federaltimes.com\/management\/2017\/04\/12\/white-house-plans-to-slash-federal-jobs-with-reorganization-plan\/\" title=\"\" class=\"\" target=\"_blank\">attempt to cut federal employees<\/a> whose work is deemed duplicative or unnecessary. The reform plans developed by OMB and individual agencies were supposed to be submitted as part of the <a href=\"https:\/\/www.federaltimes.com\/management\/budget\/2018\/02\/12\/trump-budget-will-cost-federal-employees-in-pay-and-benefits\" title=\"\" class=\"\" target=\"_blank\">president\u2019s FY19 budget proposal<\/a>, though the actual proposal provided little detail on the individual agency plans. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a the federal workforce.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will likely never know if the public registered strong preferences supporting or exactly opposite what the Trump team has done,\u201d said Ruch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>OMB did not return a request for comment at the time of
