{"id":18169,"date":"2018-09-06T17:28:23","date_gmt":"2018-09-06T17:28:23","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/09\/06\/government-makes-little-progress-in-data-driven-management\/"},"modified":"2026-08-08T04:47:04","modified_gmt":"2026-08-08T04:47:04","slug":"government-makes-little-progress-in-data-driven-management","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2018\/09\/06\/government-makes-little-progress-in-data-driven-management\/","title":{"rendered":"Government makes little progress in data-driven management"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Over the past 20 years, the federal government has accomplished \u201clittle change\u201d in increasing management\u2019s use of data in decision-making, according to a Sept. 5 Government Accountability Office Report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAgencies&#8217; reported use of performance information to make decisions, and leading practices that can promote such use, generally has not improved since GAO&#8217;s last survey of federal managers in 2013. However, GAO&#8217;s survey results continue to point to certain practices that could help agencies improve managers&#8217; use of performance information,\u201d the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GAO compared surveys taken in 2013 and 2017 of federal managers across 24 agencies designated in the Chief Financial Officer Act and found that little had changed between the two surveys in the use of data to improve management.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2018\/06\/06\/will-government-be-ready-for-the-explosion-of-data\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/snagfilms-a.akamaihd.netit-background-encrypted-d-20d9ae8ff31b83c9c3ec7d9fb6c48b7f9f5428fe-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Will government be ready for the explosion of data?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">With data production expected to increase tenfold, the government has a lot to do to get ready, federal CIO Suzette Kent said.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">On a scale of one to five, managers were asked to what extent they and others at their agency used performance data to make various decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The governmentwide score for 2017 was 3.39, nearly identical to the 2013 score of 3.41, which hardly changed from the score found in the 2007 survey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The National Science Foundation, General Services Administration, Agency for International Development and NASA all scored significantly higher than the government average in data-driven management, while Homeland Security and Transportation scored significantly lower.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the report, agencies that received higher scores for performance data use were also more likely to be subject to data-driven reviews of their programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Trump administration has recently made efforts to increase the use of performance data in agency management decisions, through prioritization in the <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/03\/20\/trump-management-agenda-to-focus-on-multi-agency-goals\/\" target=_blank>President\u2019s Management Agenda<\/a> and the <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/06\/21\/whats-inside-trumps-major-government-overhaul\/\" target=_blank>government reorganization plan.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GAO report acknowledged these efforts but added that \u201cthe Office of Management and Budget and others responsible for this goal have yet to fully develop action plans to hold agencies accountable for achieving it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Performance Improvement Council, which is chaired by OMB, has also created a working group on data-driven performance, but the report noted that the group has yet to identify and share best practices with agencies.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/federal-oversight\/2018\/08\/15\/government-needs-better-data-on-employee-misconduct\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"180\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/cyber-graph-database.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Government needs better data on employee misconduct<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A Government Accountability Office report found that the government&#039;s human resource database lacked important information and contained inconsistencies.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cAs part of those initiatives, our survey results could provide a useful guide for targeting efforts. Officials at each agency could use these results to identify areas for additional analysis and potential actions that could help improve the use of performance information across the agency and at lower levels,\u201d the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GAO recommended that the director of OMB instruct the leaders of the PMA\u2019s data-centered Cross Agency Priority Goal to ensure future updates to the action plan, and the resulting federal data strategy, provide additional details on improving the use of data more extensively within federal agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, the director of OMB was recommended to prioritize efforts that identify and disseminate best practices for performance data use to federal agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OMB told GAO that it had no comment on the survey results and would assess the recommendations to consider how best to
