First, Atlanta revealed that it had been the victim of a ransomware attack that took many of the city\u2019s services offline for nearly a week, forcing police to revert to taking written case notes, hampering the Atlanta\u2019s court system and preventing residents from paying water bills online. Then, Baltimore\u2019s 311 and 911 dispatch systems were taken offline for more than 17 hours, forcing dispatchers to log and process requests manually. Both attacks could have been prevented. And they are more evidence of the poor, if not appalling, state of local government cybersecurity in the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We know this because in 2016, in partnership with the International City\/County Management Association, we conducted the first-ever nationwide survey of local government cybersecurity. Among other things, the survey data showed just how poorly local governments practice cybersecurity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Under near-constant attack, but not fully aware<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly half \u2013 44 percent \u2013 of all the respondents told us they experience cyberattacks at least daily. Based on prior research, we are confident that rate is actually much higher.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"751\" height=\"260\" src=\"\/wp-content\/uploads\/2026\/08\/convo-local-1.png.png\" alt=\"\" class=\"wp-image-54174\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/convo-local-1.png.png 751w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/convo-local-1.png.png?resize=300,104 300w\" sizes=\"auto, (max-width: 751px) 100vw, 751px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The volume of attacks isn\u2019t dropping \u2013 and in some cases it\u2019s increasing.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"814\" height=\"263\" src=\"\/wp-content\/uploads\/2026\/08\/convo-local-2.png.png\" alt=\"\" class=\"wp-image-54176\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/convo-local-2.png.png 814w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/convo-local-2.png.png?resize=300,97 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/convo-local-2.png.png?resize=768,248 768w\" sizes=\"auto, (max-width: 814px) 100vw, 814px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">But even so, many communities didn\u2019t know how frequently they are attacked, and most didn\u2019t count or catalog initial attacks \u2013 though more than half did track more serious incidents and breaches.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"746\" height=\"256\" src=\"\/wp-content\/uploads\/2026\/08\/convo-local-3.png.png\" alt=\"\" class=\"wp-image-54177\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/convo-local-3.png.png 746w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/convo-local-3.png.png?resize=300,103 300w\" sizes=\"auto, (max-width: 746px) 100vw, 746px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">More than half weren\u2019t able to determine who was attacking their systems.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"721\" height=\"139\" src=\"\/wp-content\/uploads\/2026\/08\/convo-local-4.png.png\" alt=\"\" class=\"wp-image-54179\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/convo-local-4.png.png 721w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/convo-local-4.png.png?resize=300,58 300w\" sizes=\"auto, (max-width: 721px) 100vw, 721px\" \/><figcaption class=\"wp-element-caption\">Chart: The Conversation, CC-BY-ND  Source: University of Maryland, Baltimore County<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Unprepared to respond, and with not enough support<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Certainly, there are local governments that do a commendable job with cybersecurity. If previous research into government information technology systems and electronic government can be a guide, they are most likely larger, more well-funded and more well-managed governments. However, the data from our more recent survey strongly suggest that at least some, and perhaps even a large fraction of, local governments may be unable to respond to electronic intrusions.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"754\" height=\"312\" src=\"\/wp-content\/uploads\/2026\/08\/convo-local-5.png.png\" alt=\"\" class=\"wp-image-54182\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/convo-local-5.png.png 754w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/convo-local-5.png.png?resize=300,124 300w\" sizes=\"auto, (max-width: 754px) 100vw, 754px\" \/><figcaption class=\"wp-element-caption\">Chart: The Conversation, CC-BY-ND  Source: University of Maryland, Baltimore County<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In part this is because few local officials are aware of the need for cybersecurity. Nearly two-thirds of the respondents to the survey, who were nearly all information technology or cybersecurity officials, said that top managers understood the need. However, among other groups in local governments, awareness dropped considerably. Atlanta Mayor Keisha Lance Bottoms admitted that cybersecurity was not a high priority, although \u201cit certainly has gone to the front of the line.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And yet, crucial barriers remain, largely to do with how much money is allocated to cybersecurity efforts.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"748\" height=\"492\" src=\"\/wp-content\/uploads\/2026\/08\/convo-local-8.png.png\" alt=\"\" class=\"wp-image-54188\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/convo-local-8.png.png 748w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/convo-local-8.png.png?resize=300,197 300w\" sizes=\"auto, (max-width: 748px) 100vw, 748px\" \/><figcaption class=\"wp-element-caption\">Chart: The Conversation, CC-BY-ND  Source: University of Maryland, Baltimore County<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Getting more people in the know<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If local officials are going to do a better job protecting their information assets, they\u2019ll first need to know a lot more about what\u2019s actually happening. The numbers of survey respondents who answered \u201cDon\u2019t know\u201d to our questions was surprisingly high. No top local officials, whether elected or appointed, should be unaware of basic cybersecurity information, like whether their systems have been attacked or breached, or who\u2019s attacking their systems and why.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Knowing these answers will only become more critical as computing becomes more deeply embedded in systems running \u201csmart\u201d cities. If computers control traffic lights, sewage plants and electrical grids, then the consequence of attacks is more severe than just loss of information or computer
