{"id":18593,"date":"2015-09-21T18:45:34","date_gmt":"2015-09-21T18:45:34","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2015\/09\/21\/experts-pessimistic-about-averting-a-shutdown\/"},"modified":"2026-08-08T04:48:32","modified_gmt":"2026-08-08T04:48:32","slug":"experts-pessimistic-about-averting-a-shutdown","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/leadership\/2015\/09\/21\/experts-pessimistic-about-averting-a-shutdown\/","title":{"rendered":"Experts pessimistic about averting a shutdown"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Some Republicans have been threatening to shut down the government if they don&#8217;t get their way on defunding Planned Parenthood, but what are the real chances that a shutdown is coming at the end of September?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pretty good, according to several different analyses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here&#8217;s a sampling:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This is a different situation than the recent shutdown crises because it involves a social policy issue\u2014Planned Parenthood\u2014instead of the typical fiscal and sequester issues. It might be harder to resolve because of that,&#8221; said Roger Altman, CEO of Evercore, in <a href=\"http:\/\/www.cnbc.com\/2015\/09\/21\/altman-government-shutdown-probable-heres-why.html\" target=\"_blank\">an article at CNBC.com<\/a>. Altman held Treasury Department positions in the Jimmy Carter and Bill Clinton administrations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Peter Orszag, former budget director during President Barack Obama&#8217;s first term, put the chances of a shutdown at &#8220;well over 50 percent,&#8221; as quoted in the <a href=\"http:\/\/www.washingtonpost.com\/news\/the-fix\/wp\/2015\/09\/09\/get-ready-experts-say-a-government-shutdown-is-likely\/\" target=\"_blank\">Washington Post<\/a>. It has become the norm in recent years for the opposing parties to fail to agree on a budget by the end of the fiscal year; usually a continuing resolution keeps the government operating at the previous year&#8217;s funding levels while negotiations continue. The Planned Parenthood fight changes the odds though, Orszag said.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, budget analyst Stan Collender puts the changes of a shutdown at around 75 percent, in a column he <a href=\"http:\/\/www.forbes.com\/sites\/stancollender\/2015\/09\/20\/shutdown-chance-now-75-because-of-gop-on-gop-violence\/\" target=\"_blank\">authored for Forbes<\/a>. Collender described the fighting between Republican groups in Congress, some drawing a hard line, some more open to compromise, as &#8220;increasingly intense Republican-on-Republican political
