{"id":18870,"date":"2018-03-15T19:03:56","date_gmt":"2018-03-15T19:03:56","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/03\/15\/how-is-china-developing-ai-technology-so-much-faster-than-the-us\/"},"modified":"2026-08-08T18:07:29","modified_gmt":"2026-08-08T18:07:29","slug":"how-is-china-developing-ai-technology-so-much-faster-than-the-us","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/acquisition\/2018\/03\/15\/how-is-china-developing-ai-technology-so-much-faster-than-the-us\/","title":{"rendered":"How is China developing AI technology so much faster than the US?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 China is rapidly developing and deploying technologies powered by <a href=\"https:\/\/www.c4isrnet.com\/intel-geoint\/2018\/02\/16\/heres-where-the-pentagon-wants-to-invest-in-artificial-intelligence-in-2019\/\">artificial intelligence<\/a> at a pace that will see the country soon eclipse the United States as the world\u2019s leader in the technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But how is China progressing so quickly? <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking during a press briefing at the Center for a New American Security, announcing the organization\u2019s new <a href=\"https:\/\/www.cnas.org\/ai-task-force\">AI and national security Task Force<\/a>, SparkCognition CEO Amir Husain explained that the pace of technological development is influenced by doctrine and governance, but also funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Chinese are spending $150 billion [on AI] by 2030&#8230; hopefully we will spend more than the $1.2 billion we spend now,\u201d Mr. Husain said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/intel-geoint\/2018\/03\/15\/intelligence-official-us-still-leads-in-quantum-computing-for-now\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-654209898.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Intelligence official: US still leads in quantum computing &#8230; for now<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Despite investments by competitors such as China, the U.S. still leads quantum computing research according to the director of the Intelligence Advanced Research Projects Activity.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">While adding a few zeros on the end of the Defense Department\u2019s AI budget would help spur development, fundamental differences in how China and the U.S. approach civil liberties also restricts how quickly America can create advanced AI systems. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe issue is&#8230; China is more liberal in allowing large scale experiments,\u201c Husain added. \u201cThe level of data you can gather when you\u2019ve got 5 million cameras deployed and the kinds of objects and situations you see will allow you to build better training systems&#8230; They will have a leg up on.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to lacking communication and organization between government and industry, Husain bemoaned long five to seven year acquisition timelines and the difficulty for young, innovative AI companies to work with the Defense Department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI live in a world where there is a revolution every 60 days. So seven years is 40 generations,\u201d he said. \u201cYou buy tanks in one way, and you\u2019ve got to buy algorithms in a different way\u201d he explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Former deputy secretary of defense Robert Work noted China\u2019s centralized government and civil-military fusion across the defense industry also makes it easier for China to \u201dreally drive the fusion at the national level.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs a democracy, I don\u2019t ever imagine something like that,\u201d Work said. \u201cThe United States just needs to think through how we do this as a nation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So how can the U.S. keep pace with China?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Work has previously spoken about establishing an <a href=\"https:\/\/www.c4isrnet.com\/intel-geoint\/2018\/01\/23\/bob-work-has-an-idea-to-improve-artificial-intelligence\/\">AI Center of Excellence<\/a>, but also believes more government leadership is needed from the top.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo have a national response you have to have a national push from above,\u201d he said. \u201cIn my view it must start from the White House.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The former deputy secretary also noted the importance of congressional support, citing the influence of Lyndon Johnson in Congress during the space race.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are going to need some help from Congress,\u201d Work said. \u201cEither a caucus or someone who takes this as a leadership position.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>China&#8217;s centralized, authoritarian government helps it streamline innovation without concern for civil liberties like privacy.
