{"id":19067,"date":"2020-04-22T19:02:07","date_gmt":"2020-04-22T19:02:07","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2020\/04\/22\/air-force-works-to-mitigate-ligado-deals-impact-on-gps\/"},"modified":"2026-08-08T18:08:29","modified_gmt":"2026-08-08T18:08:29","slug":"air-force-works-to-mitigate-ligado-deals-impact-on-gps","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/govcon\/2020\/04\/22\/air-force-works-to-mitigate-ligado-deals-impact-on-gps\/","title":{"rendered":"Air Force works to \u2018mitigate\u2019 Ligado deal\u2019s impact on GPS"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The U.S. Air Force is in the early stages of developing strategies to \u201cmitigate\u201d the damage expected to occur to Global Positioning System capabilities following the <a href=\"https:\/\/www.c4isrnet.com\/breaking-news\/2020\/04\/17\/fcc-has-votes-to-approve-spectrum-plan-pentagon-rejected\/\" target=\"_blank\">Federal Communication Commission\u2019s approval<\/a> of a spectrum request by Ligado Networks, according to the service\u2019s top uniformed officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Wednesday, Air Force Chief of Staff Gen. David Goldfein said he was \u201cvery concerned about <a href=\"https:\/\/www.c4isrnet.com\/2020\/04\/16\/fcc-chair-moves-towards-spectrum-sale-dod-calls-unacceptable\/\" target=_blank>the Ligado decision,<\/a>\u201d adding those concerns are shared with Gen. Jay Raymond, the first head of the U.S. Space Force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe as a nation, and I would offer as a [world], rely on GPS to do so much that affects far more than military operations,\u201d Goldfein said. \u201cThis is our quality of life. This is how we run businesses. This is how we fly airplanes. This is the ATM that requires that timing signal to get money. This is the blue dot on your phone that allows you to get from point A to point B, so we have come to just rely completely on GPS.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Monday, the FCC voted 5-0 in favor of Ligado\u2019s plan, which would allow the company to use L-band \u2014 a range of frequencies between 1 to 2 GHz, on which GPS relies in order to penetrate weather and dense vegetation. The company wants to use L-band as part of its plan to expand America\u2019s 5G capabilities, or next-generation connectivity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department and other government agencies have opposed the proposal for almost a decade over concerns it would impact GPS. C4ISRNET <a href=\"https:\/\/www.c4isrnet.com\/breaking-news\/2020\/04\/10\/fcc-to-approve-spectrum-plan-that-pentagon-claims-will-harm-gps\/\">first broke the news April 10 that the FCC would move forward<\/a> with Ligado\u2019s request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe best way I\u2019ve heard it described \u2014 I\u2019m a philosophy major and this works for me \u2014 if you\u2019re trying to have a quiet conversation and in the next room is a 500-watt speaker blaring music at you: That\u2019s a visual of what potentially could be the interference with this GPS signal that absolutely has got to be pristine, and the world relies on,&#8221; Goldfein said. &#8220;So I am very concerned about it, and [Chief of Space Operations for the U.S. Space Force Gen. John \u201cJay\u201d] Raymond and I are looking at different mitigation steps.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Goldfein didn\u2019t go into details about what those steps might entail. Later in the day, Mark Lewis, the Defense Department\u2019s director of research and engineering for modernization, said he hadn\u2019t talked with Goldfein yet on next steps, but expressed similar sentiments about the Ligado plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s obviously a concern. Our ability to operate not only in space but in spectrum is critical. So I guess what I would tell you is right now we\u2019re considering what the implications will be and considering what the impacts will be,\u201d Lewis said at an event hosted by the Mitchell Institute.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s something \u201cwe\u2019re working pretty actively,\u201d Lewis added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outside of the technical mitigation efforts, there may be policy efforts underway to try and block L-band use by Ligado. In an <a href=\"https:\/\/www.c4isrnet.com\/breaking-news\/2020\/04\/22\/fcc-and-ligado-are-undermining-gps-and-with-it-our-economy-and-national-security\/\">exclusive op-ed for C4ISRNET<\/a>, leaders of the House and Senate Armed Services committees warned that Ligado\u2019s plan could ultimately \u201ccost taxpayers and consumers billions of dollars and require the replacement of current GPS equipment just as we are trying to get our economy back on its feet quickly.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe encourage the FCC to withdraw its approval of Ligado\u2019s application and take this opportunity to work with the NTIA [National Telecommunications and Information Administration] and other federal agencies, including the departments of Defense and Transportation, to find a solution that will both support commercial broadband expansion and protect national security assets. Moreover, we expect the FCC to resolve Department of Defense concerns before moving forward, as required by law,\u201d the lawmakers wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf they do not, and unless President [Donald] Trump intervenes to stop this from moving forward, it <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2020\/04\/17\/key-defense-committee-members-consider-legislation-to-block-fccs-ligado-move\/\">will be up to Congress<\/a> to clean up this mess.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gen.
