{"id":19262,"date":"2019-07-10T17:44:02","date_gmt":"2019-07-10T17:44:02","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2019\/07\/10\/house-democratic-leaders-hopeful-progressive-wing-wont-derail-defense-policy-bill\/"},"modified":"2026-08-07T22:16:27","modified_gmt":"2026-08-07T22:16:27","slug":"house-democratic-leaders-hopeful-progressive-wing-wont-derail-defense-policy-bill","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2019\/07\/10\/house-democratic-leaders-hopeful-progressive-wing-wont-derail-defense-policy-bill\/","title":{"rendered":"House Democratic leaders hopeful progressive wing won\u2019t derail defense policy bill"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 House Armed Services Committee Chairman <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/06\/10\/smith-seeks-bipartisan-balance-for-first-defense-policy-bill\/\" target=_blank>Adam Smith<\/a> said Wednesday progressives have a path to vote for the chamber\u2019s annual defense policy bill this week after their <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/07\/10\/war-powers-debate-teed-up-for-defense-policy-bill\/\" target=_blank>amendments<\/a> were approved for consideration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If their support holds, it would allow House Democratic leadership to advance the must-pass military policy legislation without having to court <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2019\/07\/08\/what-it-will-take-for-the-ndaa-to-pass-along-bipartisan-lines\/\" target=\"_blank\">Republican support<\/a> and potentially backtrack on a number of liberal priorities already in the measure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leaving the Democratic Caucus meeting Wednesday morning, Smith said lawmakers there had only positive things to say about the <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/06\/13\/house-panel-advances-733b-defense-budget-bill-over-gop-objections\/\" target=_blank>National Defense Authorization Act<\/a>. Smith has argued Democrats should be voting for the NDAA in larger numbers now that their party controls the chamber and the bill reflects their priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA lot of members have voted against the defense bill, but those were Republican defense bills,\u201d Smith, D-Wash., told reporters. \u201cNow they\u2019ve got to get used to the idea that there is a defense bill that is worth their support. And I completely respect the fact we have to make that case. We\u2019re making it, and I think we\u2019re succeeding.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith has spent weeks meeting with various caucuses and members on both sides of the aisle to meet their concerns. In a recent New York Times interview, Pelosi criticized a group of four freshman Democrats exemplified by Rep. Alexandria Ocasio-Cortez, D-N.Y., who opposed a $4.6 billion emergency border aid bill because it lacked strong language on migrant custody issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While two of those freshman Democrats ripped the NDAA\u2019s top line as out of step with domestic priorities they saw as more important, the co-chair of the 90-member Progressive Caucus, Rep. Pramila Jayapal, said she could support the NDAA, depending on whether certain amendments from progressive members pass this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ahead of floor debate this week, the House Rules Committee on Tuesday night approved 439 amendments for floor consideration, including a number from progressive members. The House will vote on amendments to bar military action against Iran unless authorized by Congress, to repeal the 2002 Iraq War authorization and to cut the Pentagon\u2019s war budget by $17 billion, among others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If passed, those provisions would likely stoke Republican opposition and complicate negotiations between Smith and his Senate counterpart, Sen. Jim Inhofe, R-Okla., to reconcile their bills. Already, the White House has threatened the House bill with a veto.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith has defended the bill against House Armed Services Committee ranking member Mac Thornberry, R-Texas, and other Republicans who have said the HASC-passed bill defies the committee\u2019s bipartisan tradition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After meeting with Smith on Tuesday, Jayapal praised Smith for working hard to include \u201ca lot of good progressive priorities\u201d in the bill, and expressed faith he would defend them in negotiations with the GOP-controlled Senate on a final bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI believe he will fight hard for this,\u201d she said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/06\/27\/us-senate-passes-its-defense-policy-bill-86-8-setting-up-fight-with-house\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Iran-3.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Senate passes its defense policy bill 86-8, setting up fight with House<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The GOP-controlled Senate passed its FY20 NDAA, teeing up fights with Democrats over its top-line, America&#039;s nuclear arsenal and President Donald Trump\u2019s war powers.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Leaving the Democratic Caucus meeting, Ocasio-Cortez said her support for the NDAA also depended on which floor amendments pass.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She differentiated the NDAA from the controversial emergency border-aid bill because the process behind the NDAA \u2015 for which HASC holds an open markup \u2015 \u201cwas much more deliberate. There were more steps in committee, as opposed to the border supplemental, which was kind of a rush job &#8230; There\u2019s much more transparency in the NDAA.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reps. Rashida Tlaib, D-Mich., and Ilhan Omar, D-Minn., expressed concerns about spending so much on defense when domestic issues were unaddressed.
