{"id":19314,"date":"2017-10-11T21:30:19","date_gmt":"2017-10-11T21:30:19","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2017\/10\/11\/pentagon-to-shift-bulk-of-major-defense-programs-to-services-and-people-may-go-too\/"},"modified":"2026-08-07T22:21:21","modified_gmt":"2026-08-07T22:21:21","slug":"pentagon-to-shift-bulk-of-major-defense-programs-to-services-and-people-may-go-too","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/acquisition\/2017\/10\/11\/pentagon-to-shift-bulk-of-major-defense-programs-to-services-and-people-may-go-too\/","title":{"rendered":"Pentagon to shift \u2018bulk\u2019 of major defense programs to services, and people may go, too"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Pentagon\u2019s top acquisition official wants to shift the \u201cbulk\u201d of major defense programs back to the services, which could include moving individuals from the Office of the Secretary of Defense towards service jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ellen Lord, the undersecretary of defense for acquisition, technology and logistics (AT&amp;L), believes that her office has been given marching orders from Congress to push the day-to-day management of Major Defense Acquisition Programs, or MDAPs, to the three services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress been very, very clear in the last few NDAAs that they want to shift oversight of most programs back to the services, and I entirely agree with that. In fact, there were some programs that were transitioned back earlier this year,\u201d Lord said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The exceptions that remain at AT&amp;L will be cross-service, such as the F-35 joint strike fighter or the \u201cexceptionally high-risk and high-stakes\u201d programs, Lord said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/\"><b>Click here for more coverage from the 2017 AUSA Conference! <\/b><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lord\u2019s take on the situation will likely please Congress, which ordered a <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/08\/06\/staffing-questions-permeate-atl-restructure\/\">reorganization at AT&amp;L<\/a>, effective Feb. 1, in part, to force the OSD-level management to devolve to the various services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking to reporters after the panel, Lord expanded on the MDAP review, saying that \u201cmost of the new\u201d programs will go down to the services but that her team is \u201cin the midst\u201d of a review of existing programs to see if it makes sense to move those to the services as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And if programs currently under AT&amp;L move, the people attached to managing those programs might move, too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re actively talking about people moving so that the services have the capability they need, because obviously, we need to keep going and be effective throughout this, so we don\u2019t want any hiccups there,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked whether she needed to talk to the Hill about that, Lord said she believes DoD has the authorities needed to shift programs and people now but that she would still likely reach out to the Hill to discuss it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrankly, I have found the Hill to be very, very supportive. The [House and Senate] staffers have worked very closely with us, and I\u2019m talking with them through what we\u2019re doing and getting their ideas and thoughts, as well,\u201d Lord
