A second government shutdown in as many weeks is not the folly of one member of Congress, one political party, or one caucus; it is the result of a succession of failures to uphold their duty to all Americans,\u201d said American Federation of Government Employees National President J. David Cox Sr.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Rand Paul, R-Ky., <a href=\"https:\/\/www.federaltimes.com\/congress\/2018\/02\/08\/rand-paul-blocking-bill-to-avert-a-government-shutdown\" title=\"\" class=\"\" target=\"_blank\">an outspoken deficit hawk<\/a>, delayed voting on the bipartisan budget deal until past midnight on Thursday evening, due in large part to the deal\u2019s increase on spending caps for the government.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2018\/02\/06\/congress-isnt-punished-enough-for-budgetary-failures\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Capitol_mtpg.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Congress isn\u2019t punished enough for budgetary failures<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Though continuing resolutions hurt agencies, Congress has had little incentive to avoid them in recent years, according to government and industry experts.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The resulting shutdown lasted approximately nine hours, but was long enough to prove damaging to federal employees, according to National Treasury Employees Union National President Tony Reardon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThursday night and Friday morning were nerve-wracking for federal employees around the country. Any government shutdown, no matter how brief or what time of night, is disruptive,\u201d Reardon said. \u201cFederal employees and the taxpayers they serve deserve better.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though the budget bill eventually passed and was signed into law early Friday morning, federal employees and agencies are not entirely out of danger yet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House and Senate appropriations committees will have to work out omnibus spending bills by March 23, 2018, when the stopgap spending measures included in the bill expire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile we ended up with the framework for longer-term funding of the government, Americans and federal employees are still being held hostage by short-term funding. Only funding the government until March 22 means the federal workforce and the critical services they provide are still in a holding pattern,\u201d said Cox.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis inability to come to a funding solution takes hold in detrimental ways: compromising public trust in our Constitutional institutions and instilling the impression that our government is an acceptable afterthought \u2014 they\u2019re not. Federal workers keep our country running. They keep our skies safe and regulate and inspect our food, air and water. It\u2019s time every citizen of this country holds their members of Congress accountable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Should omnibus spending be resolved in time, the two-year budget includes some positives for federal employees, namely, a lack of cuts in pay and benefits, <a href=\"https:\/\/www.federaltimes.com\/management\/pay-benefits\/2018\/02\/07\/after-budget-negotiations-federal-employees-still-face-threats-to-benefits\/\" title=\"\" class=\"\" target=\"_blank\">which are often used to offset deficit spending<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter federal employees contributed more than $120 billion in lost pay and benefits over the last several years, NARFE members have been diligent in sounding the drumbeat that federal employees\u2019 and retirees\u2019 earned benefits are not a piggy bank. Congress heeded their call, and no cuts to federal pay and benefits are included in the budget deal,\u201d said National Active and Retired Federal Employees Association National President Richard Thissen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also provides <a href=\"https:\/\/www.federaltimes.com\/news\/pentagon-congress\/2018\/02\/09\/latest-short-confusing-government-shutdown-could-be-the-last-one-for-a-while\/\" title=\"\" class=\"selected-link\" target=\"_blank\" data-original-title=\"\" aria-describedby=\"popover202296\">relief from the possibility of a 2019 shutdown<\/a> and the short-term continuing resolutions that have become Congress\u2019s budgetary crutch for the past few decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress can now get to work properly funding agencies for the remainder of the fiscal year and the next, instead of being mired in persistent threats of government shutdowns and the wasteful reliance on short-term continuing resolutions,\u201d Reardon
