While modernizing the management of information assets into a future digital state is essential, the lack of actionable guidance and agency implementation strategies is causing confusion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Numerous federal drivers have been released that touch on this subject, including the Presidential Directive on Managing Government Records and NARA&#8217;s coming overhaul of the General Records Schedule, which is expected in 2017. These initiatives all affect how agencies will govern and retain their information as an organizational asset and, if implemented correctly, will be a substantial force for achieving efficiency, transparency and compliance. The challenge lies in implementing a strategy that addresses agency&#8217;s immediate needs, yet is flexible enough to be continually updated as new guidance and resources become available.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To address this challenge, agencies must first establish a concrete definition of information governance. This may sound rudimentary, but it is crucial to standing up and managing the entire spectrum of government information. The Information Governance Initiative (IGI), a cross-disciplinary consortium and think tank, defines information governance as, &#8220;the activities and technologies that organizations employ to maximize the value of their information while minimizing associated risks and costs.&#8221; It is a broad definition, but helps define what agencies should be working towards as goals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the main challenges in information governance is the lack of ownership \u2013 i.e., determining which agency official should be in charge of adhering to policy and implementation requirements, as there is usually no dedicated management level position for this task. Although agencies do have designated Senior Agency Officials responsible for implementing the Managing Government Records Directive, this is not their full time responsibility. As a result, information governance is commonly tasked to the CIO or a comparable leading agency official in another capacity. In addition to the numerous duties that the CIO is already in charge of, they also have to identify the policies and processes required for appropriate information governance, communicate those policies, establish proper ownership of information, as well as ensure compliance and sustainability that is scalable to the flow of data flooding the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should be no wonder then that ARMA International found in a <a href=\"http:\/\/www.cohasset.com\/getDownload.php?id=17\">2013\/2014 survey<\/a> that even though 92 percent of Records Information Management professionals had retention schedules in place, 88 percent of organizations believed their retention schedules needed improvement. The solution to this problem has already been widely applied to cybersecurity practices, in the form of continuous and automated monitoring. Information management needs a similar disruption that is capable of transforming the traditional retention schedule process from a linear undertaking with finite scalability and a limited lifespan into a cyclical process of continually updated and monitored guidance. In the age of advancing cloud capabilities, it makes sense for agencies to systematically share records retention schedules with their content infrastructure systems from the cloud through a standardized integration connector. It also makes sense to implement synchronization to ensure policies are being consistently applied and in line with continuously updated guidelines. This would eliminate the need to budget for periodic refresh projects and would also increase interoperability through more effectively communicated best practices, improving accuracy by replacing manual steps with automated processes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agencies without a well-managed, comprehensive information governance strategy run the risk of unnecessary costs for data storage and management. However, the savings potential extends far beyond just reducing these costs. By governing the destruction rules at the end of a lifecycle through automation, agencies will create savings through increased efficiencies, such as easier search functionality and faster information access and retrieval. This, in turn, translates into faster decision-making, which enables agencies to more efficiently and effectively accomplish mission critical tasks. Working collaboratively, records management and IT professionals can leverage technology for identifying, classifying, retaining and disposing of every record ever made or received by government agencies, regardless of format. Agencies need to act now to realize the informational and monetary value of complementing IT with automated records management.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A key difficulty in
