{"id":19733,"date":"2015-06-11T16:08:55","date_gmt":"2015-06-11T16:08:55","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2015\/06\/11\/omb-finalizes-fitara-guidance\/"},"modified":"2026-08-08T04:49:31","modified_gmt":"2026-08-08T04:49:31","slug":"omb-finalizes-fitara-guidance","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2015\/06\/11\/omb-finalizes-fitara-guidance\/","title":{"rendered":"OMB finalizes FITARA guidance"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Office of Management and Budget finalized the guidance documents outlining how agencies should implement the Federal IT Acquisition Reform Act (FITARA), the most far-reaching IT reform legislation in almost two decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The final guidance \u2014 released June 10 \u2014 mirrors the draft guidelines put out for comment in April, with no significant changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>OMB Memo: <\/b><a href=\"https:\/\/www.whitehouse.gov\/sites\/default\/files\/omb\/memoranda\/2015\/m-15-14.pdf\" title=\"https:\/\/www.whitehouse.gov\/sites\/default\/files\/omb\/memoranda\/2015\/m-15-14.pdf\">Management and Oversight of Federal IT<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This guidance is a result of extensive outreach and collaboration conducted over the past four months, including a month-long public comment period,&#8221; Federal CIO Tony Scott said. &#8220;The guidance takes major steps toward ensuring agency CIOs have significant involvement in procurement, workforce and technology-related budget matters while continuing a partnership with other senior leaders.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Tony Scott: <\/b><a href=\"http:\/\/www.federaltimes.com\/story\/government\/it\/blog\/2015\/06\/11\/new-foundation-technology-management-fitara\/71081812\/\" title=\"http:\/\/www.federaltimes.com\/story\/government\/it\/blog\/2015\/06\/11\/new-foundation-technology-management-fitara\/71081812\/\">FITARA: A new foundation for technology management<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document details the new expanded roles for department-level CIOs in budgeting, acquisition and hiring, as well as mandating the involvement of CFOs and budget officers in IT discussions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>More: <\/b><a href=\"http:\/\/www.federaltimes.com\/story\/government\/it\/cio\/2015\/04\/30\/fitara-draft-guidance\/26639023\/\" title=\"http:\/\/www.federaltimes.com\/story\/government\/it\/cio\/2015\/04\/30\/fitara-draft-guidance\/26639023\/\">FITARA guidance outlines CIO authorities, delegating responsibility<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those roles are defined in the Common Baseline \u2014 a basic set of requirements all agencies will have to meet by Dec. 31. Agencies also have to submit a self-assessment and implementation plan to OMB by Aug. 15 explaining the necessary changes to internal workflow and management structure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The guidance also explains how department CIOs can delegate some of their new responsibilities through &#8220;assignment plans,&#8221; which must be submitted to OMB, as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Our guidance not only fulfills the new law&#8217;s requirements but also empowers federal executives with the means and information necessary
