{"id":19836,"date":"2016-06-29T16:41:53","date_gmt":"2016-06-29T16:41:53","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2016\/06\/29\/clinton-s-tech-agenda-wants-more-innovative-government\/"},"modified":"2026-08-08T04:53:49","modified_gmt":"2026-08-08T04:53:49","slug":"clinton-s-tech-agenda-wants-more-innovative-government","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2016\/06\/29\/clinton-s-tech-agenda-wants-more-innovative-government\/","title":{"rendered":"Clinton&#8217;s tech agenda wants \u2018more innovative\u2019 government"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Hillary Clinton laid out her plan for the federal government&#8217;s IT future on June 27, releasing her Technology and Innovation Agenda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agenda outlines Clinton&#8217;s innovation vision for a possible Democratic administration, touching on a range of policy initiatives ranging from net neutrality to science, technology, engineering and mathematics education.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Related:\u00a0<\/strong><em><a href=\"https:\/\/www.hillaryclinton.com\/briefing\/factsheets\/2016\/06\/27\/hillary-clintons-initiative-on-technology-innovation\/\">Read the agenda<\/a><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the presumed Democratic presidential nominee&#8217;s vision for the federal government includes support for current innovation initiatives, like GSA&#8217;s 18F and the Presidential Innovation Fellows, but also an expansion of certain strategies to make agencies more technologically nimble.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of the initiatives in the agenda include:<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Making the U.S. Digital Service permanent<\/h2>\n\n\n\n<p>Clinton\u2019s campaign said<span class=\"rte rte-comment\"> that<\/span> she will emphasize digital teams throughout federal agencies, as well as outside experts, to leverage consistent innovation in the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;There should be a constant flow of technology and design experts working to make it easier for Americans to get affordable health insurance, apply for student loans, or get the veterans benefits they deserve,&#8221; the agenda said.<\/p>\n\n\n\n<p>The campaign said <span class=\"rte rte-comment\">that <\/span>Clinton would continue support of teams like 18F and would explore applying best practices to assisting state and local governments as well.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Standing up &#8220;Yelp for government&#8221; and performance metrics<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The campaign calls for digitizing the top 25 federal government services provided directly to citizens and establishing performance and customer service metrics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Clinton will also support the &#8220;Yelp for government&#8221; strategy of allowing citizens to rate agencies and services online.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Streamline IT acquisition<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Clinton said she would reduce the acquisition burden for agencies to procure IT products as well as focus on open-source software and splitting up IT buys into smaller projects to make them more manageable.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Fully implement the DATA Act and other open data initiatives<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The campaign also proposes to increase transparency with the ongoing implementation of the DATA Act. Clinton&#8217;s team said she would also shift regulation requirements from documents to structured data entries.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Increase cybersecurity\u00a0efforts<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The agenda voices support for issues like ethical hacking to ensure the cybersecurity of federal agencies, similar to the Department of Defense&#8217;s &#8220;Hack the Pentagon&#8221; pilot. Clinton also pledged to support broader use of government red teams to test systems and the adoption of multifactor identification.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Engage citizens for innovation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The campaign said a Clinton administration would continue President Obama&#8217;s strategy of using Idea Labs and incentive prizes to identify innovative strategies for the federal government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Presumptive Republican nominee Donald Trump has not yet released his position on innovation and technology
