However, the agency still has some metrics to meet, according to an inspector general report released Aug. 9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As one of the agencies focused on a critical infrastructure \u2014\u00a0the energy sector \u2014\u00a0the department&#8217;s cybersecurity posture is of keen interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Summary Report:\u00a0<\/strong><a href=\"http:\/\/energy.gov\/sites\/prod\/files\/2016\/08\/f33\/DOE-OIG-16-14.pdf\">Department of Energy&#8217;s Implementation of Selected Controls as Defined in the Cybersecurity Act of 2015<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;For instance, the department&#8217;s national security systems process classified information to support critical activities related to maintaining the nation&#8217;s nuclear weapons stockpile,&#8221; according to the report. &#8220;In addition, unclassified systems that contain sensitive information, such as personally identifiable information (PII), are used to support activities related to financial management, human resources and health and safety.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And hackers are definitely interested. A USA Today investigation last year showed the Energy Department was hacked at least 150 times over a four-year period.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">Energy officials and security professionals continue to shore up the agency&#8217;s systems, including working on the mandates in the Cybersecurity Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the IG report notes the department can do better tracking data on its networks \u2014\u00a0particularly data leaving the network \u2014\u00a0and has &#8220;limited to no capabilities related to digital rights management.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IG found several &#8220;robust&#8221; tools throughout the department used for monitoring data on the network, including the CIO&#8217;s Joint Cybersecurity Coordination Center and the National Nuclear Security Administration&#8217;s Information Assurance Response Center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the decentralized nature of these efforts has left gaps in the department&#8217;s security. The report notes less than 15 percent of the agency&#8217;s internet traffic is routed through a trusted internet connection (TIC); while the CIO&#8217;s Office scans networks for encrypted PII, it does not do so consistently across the department; and at least two locations &#8220;had not implemented data loss prevention capabilities.&#8221;<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">The review also found the department lacked any tools for digital rights management to ensure that any data or media created by Energy staff was properly protected online.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Officials indicated that digital rights management capabilities were not used for various reasons,&#8221; according to the IG. &#8220;For instance, personnel at two sites reviewed stated that no control or requirement existed for the implementation of digital rights management capabilities. Furthermore, it was noted that funding related to implementing digital rights management had not been identified and, given the mission of the site, the effectiveness of a digital rights solution in the environment was unknown. Officials at another site reported that because software was downloaded from a vendor&#8217;s website, digital rights management capabilities were conducted by the vendor.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report also noted the department lacks an official policy for software license management, though most of the components and individual sites are using their own management systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IG declined to make any recommendations in the report but said these issues will be included in future and ongoing
