{"id":20217,"date":"2018-07-02T17:35:31","date_gmt":"2018-07-02T17:35:31","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/07\/02\/the-irs-struggles-to-tackle-legacy-it-problems\/"},"modified":"2026-08-08T04:50:56","modified_gmt":"2026-08-08T04:50:56","slug":"the-irs-struggles-to-tackle-legacy-it-problems","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2018\/07\/02\/the-irs-struggles-to-tackle-legacy-it-problems\/","title":{"rendered":"The IRS struggles to tackle legacy IT problems"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Internal Revenue Service investments in information technology projects still rely on legacy programming languages and hardware, leaving those investments open to significant risks, according to a June 28 Government Accountability Office report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe problem at IRS is we have aging infrastructure, old systems, and we really <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2018\/04\/20\/irs-tech-modernization-legislation-passes-the-house\/\" title=\"\" target=\"_blank\">need to get these systems replaced<\/a>, primarily the main system that processes our tax returns and is responsible for the $3 trillion in annual revenue,\u201d <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/2018\/05\/09\/gaos-it-expert-talks-what-to-expect-on-the-next-fitara-scorecard\/\" title=\"\" class=\"\" target=\"_blank\">GAO Director of IT Management Issues Dave Powner<\/a> said in a GAO podcast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Powner, these legacy systems rely on old programming languages that the government doesn\u2019t have a workforce trained for, meaning that they have to pay a premium for contractors to do the upkeep on those systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the whole, the report found that three of the four major systems reviewed were legacy investments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And though the IRS has plans to replace the old systems, it is taking far too long to get that new system in place, the report found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIRS spends more on IT than many of the big departments and agencies. Too much of that goes toward the old systems. We need to get more of the money going toward the newer systems, and the only way we end up doing that is we need to get a firm plan in place to decommission the old systems,\u201d said Powner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IRS has gained a reputation for its IT struggles in recent years, most notably with the failure of a <a href=\"https:\/\/www.federaltimes.com\/it-networks\/2018\/04\/17\/irs-system-overtaxed-just-before-filing-deadline\/\" title=\"\" target=\"_blank\" data-original-title=\"\" aria-describedby=\"popover868037\">crucial system just hours before the April 2018 filing deadline.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Charles P. Rettig, President Donald Trump\u2019s nominee to be the commissioner of the IRS, called out IT modernization as a central issue for the agency at his June 28 confirmation hearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe modernization of the IRS IT system and bringing the IRS IT system into the 21st century is one of my top goals. It serves two purposes. It serves not only the protection of taxpayer data, which I believe that universally we all agree is a principle concern, but also modernizing the IT system serves to enhance services that the taxpayers in this country deserve,\u201d said Rettig.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd I think it\u2019s critical to the success of this country, and to the appearance and trust that the American taxpayers have in the Internal Revenue Service, that we have a system that defends taxpayer data better than any other system on the planet.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IRS has recently committed to investigating new technologies for improving its systems, such as with a<a href=\"https:\/\/www.fbo.gov\/index.php?s=opportunity&amp;mode=form&amp;id=9e4ff975a1edb741cede23ed01c8512d&amp;tab=core&amp;_cview=0\" title=\"\" target=\"_blank\" data-original-title=\"\" aria-describedby=\"popover252296\"> June 27 request for information<\/a> on how the agency could use artificial intelligence and machine learning to detect and respond to cyber- and insider-related threats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the notice, the RFI will \u201cshape the path forward for potential acquisitions\u201d to protect IRS systems.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Personnel for both the Internal Revenue Service and the Government Accountability Office have acknowledged recently that the IRS is riddled with outdated hardware and software.
