{"id":20287,"date":"2020-03-04T18:55:14","date_gmt":"2020-03-04T18:55:14","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2020\/03\/04\/telework-becomes-a-priority-for-federal-coronavirus-planning\/"},"modified":"2026-08-08T04:51:42","modified_gmt":"2026-08-08T04:51:42","slug":"telework-becomes-a-priority-for-federal-coronavirus-planning","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2020\/03\/04\/telework-becomes-a-priority-for-federal-coronavirus-planning\/","title":{"rendered":"Telework becomes a priority for federal coronavirus planning"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Federal agencies should prioritize telework in their continuity of operations plans in the event of a coronavirus outbreak, the Office of Personnel Management informed agency heads March 3.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf an agency COOP plan is in operation, that plan \u2018shall supersede any telework policy,\u2019\u201d OPM Director Dale Cabaniss wrote in the memo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTherefore, agencies should immediately review their current COOP plans to ensure that telework has been fully incorporated and that as many employees as possible have been identified as telework employees in the plan, and are telework capable (or \u2018telework ready\u2019).\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/hr\/2020\/02\/04\/opm-creates-a-working-group-to-address-coronavirus-danger-to-feds\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20034804110815.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">OPM creates a working group to address coronavirus danger to feds<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Office of Personnel Management is working on guidance to keep feds safe from potential coronavirus exposure.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Some federal agencies have been <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2018\/07\/30\/democrats-introduce-bill-to-combat-telework-reductions\/\" target=_blank>cutting back on telework programs<\/a> under the Trump administration, citing the need to improve the efficiency of operations and ensure better interaction of citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such actions \u201cfly in the face of common sense,\u201d according to National Treasury Employee Union National President Tony Reardon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOn the one hand, federal agencies repeatedly claim that there is no directive to stop telework. On the other hand federal agencies are cutting back on established telework with little concern or regard for the effect on federal employees,\u201d said Reardon at the union\u2019s annual legislative conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have an Office of Personnel Management that is promoting telework as a great option, they say, for employees and agencies, including in times of bad weather or emergencies like the coronavirus.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though the CDC has listed the health risk from the coronavirus, or COVID-19, as low in the United States at this point, cases of the virus have been reported in Washington state, New York and other U.S. mainland locations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OPM recommended that agencies require employees who have acute respiratory symptoms and fever, two known markers of coronavirus, to stay home from work until 24 hours after they are fever-free and that agencies remove employees who come into work with such symptoms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal employees that have to travel to high-risk areas are advised to stay home for 14 days after their return to monitor their health for symptoms of the virus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The memo does not, however, advise agencies to stop travel within the United States, and many federal employees and leaders are slated to speak at massive internationally attended conferences, like South by Southwest, where large numbers of people will gather in confined spaces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OPM guidance does not mandate actions of agencies, leaving it up to the individual leadership to determine the course of action in preparing and protecting employees from a potential outbreak.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The majority of federal agencies have yet to release a comprehensive plan in case of outbreak, which, according to Reardon, sends a message to federal employees that they are not a priority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have asked every single agency for their pandemic plans. Once we get those \u2014 we\u2019ve got one or two of them, they will be going out today \u2014 so that everyone has that, we will be putting that on our website,\u201d said Reardon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are trying to hold the agencies\u2019 feet to the fire so to speak, in making sure they get their plans out..\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Reardon, reports of travelers coming into the United States and then being confirmed to have coronavirus raise concerns about Customs and Border Protection officers that interacted with them, and the agency should do more to identify and address such officers.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Federal plans for emergency operations
