{"id":20465,"date":"2015-10-28T16:07:54","date_gmt":"2015-10-28T16:07:54","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2015\/10\/28\/house-committee-slams-va-dod-it-difficulties\/"},"modified":"2026-08-08T04:48:02","modified_gmt":"2026-08-08T04:48:02","slug":"house-committee-slams-va-dod-it-difficulties","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2015\/10\/28\/house-committee-slams-va-dod-it-difficulties\/","title":{"rendered":"House committee slams VA, DoD IT difficulties"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The House Subcommittee on Information Technology is tired of the ongoing inability of the\u00a0departments of Defense and Veterans Affairs to develop interoperable health records systems,\u00a0and laid into agency officials in an Oct. 27 hearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This is about a longstanding, deeply-embedded culture that prioritizes in both agencies&#8217; turf battles over the well-being of our service members,&#8221; said Rep. Tammy Duckworth, D.-Ill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA and DoD have been trying for years to develop systems that can seamlessly maintain the electronic health records of service members as they leave active duty and move from the military to the VA&#8217;s purview..<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After plans to develop a single IT system to service healthcare for both agencies collapsed in 2013, DoD and VA then sought to develop their own respective IT systems, DoD&#8217;s Defense Health Management System Modernization and VA&#8217;s Veterans Health Information Systems and Technology Architecture, which can work together with the goal of interoperability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But committee members argued against that plan, noting that the agencies had already spent more than $500 million on the abandoned one-system plan, and would not hit a December 2016 statutory deadline for interoperability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Why can&#8217;t y&#8217;all just pick one system, whether it&#8217;s a VA system or a DoD system, and implement it. Why do you have to pursue two separate modernizations,&#8221; said Rep. Ted Lieu, D.-Calif.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Christopher Miller, program executive officer for the DoD&#8217;s Defense Healthcare Management Systems, pushed back several times during the hearing asserting that the systems have to work in different operational environments, given the agencies&#8217; dramatically different roles, and still have achieved several milestones in interoperability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;A single system does not guarantee interoperability,&#8221; he said. &#8220;You can go talk to any major national healthcare provider and they will tell you that they struggle when you are talking about regions or working across large geographic areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;It&#8217;s not a gimme because of technology, it&#8217;s because at the local level they generate different processes, they do business differently. So for us to think that just adopting a single system is going to solve all of that is, I think, a little na\u00efve.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But committee members seemed unmoved and repeatedly <a href=\"https:\/\/oversight.house.gov\/wp-content\/uploads\/2015\/10\/10-27-2015-Joint-Subcommittee-Hearing-on-Electronic-Health-Records-Melvin-GAO-Testimony.pdf\">pointed to a GAO report<\/a> that said while interoperability development between the systems continues, neither agency has &#8220;identified outcome-oriented goals and metrics that would more clearly define what they aim to achieve from their interoperability efforts.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials from both agencies noted that they have achieved interoperability within themselves and are making strides to achieve it across both their respective IT systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We&#8217;ve delivered four releases in 22 months jointly between DoD and VA,&#8221; Miller said. &#8220;I can show you, just like Apple does and just like Microsoft does, four releases in 22 months, that&#8217;s actually a little faster than Apple rolls out their iPhone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I think what we tried to do back in 2010 was way ahead of the technology, it was way ahead of where our processes were, it was way ahead of where we were in data and we fundamentally set ourselves up to fail.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Interoperability remains a major goal of the federal sector, with the Department of Health and Human Services rolling out its roadmap to interoperability earlier in October.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The House Subcommittee on Information
