It\u2019s about dignity,\u201d President Joe Biden said in the vision document. \u201cI have made it the policy of the United States to protect, empower and rebuild the career federal workforce.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That priority involves bringing more people into federal service, particularly early in their career, according to Office of Management and Budget Deputy Director for Management Jason Miller, who spoke to the press on a briefing call.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo do that, the federal government must become a model employer, with high employee engagement, a commitment to respect workers\u2019 right to organize and bargain collectively, and strong systems to hire, retain and develop the people needed to deliver agency missions,\u201d the vision document states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat includes having a workforce \u2014 at every level \u2014 that looks like America. Being a model employer also includes evolving our workplaces and work practices to reflect the needs of our workforce today and tomorrow, including by ensuring that federal employees have a voice in their workplaces through their unions. The people who serve in government are our government\u2019s most important assets.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Miller, 15% of the federal workforce is eligible to retire today, meaning that agencies could lack the human resources necessary to carry out missions as the workforce ages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In particular, Miller said that the process for determining how applicants are qualified for a position needs reform, as the <a href=\"https:\/\/www.federaltimes.com\/management\/hr\/2020\/08\/16\/navigating-usajobs-and-the-federal-hiring-process\/\" target=\"_blank\">current process<\/a> takes too long in a time where \u201cthe competition for talent in the labor market is fierce.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That supports another outlined strategy for prioritizing the workforce by <a href=\"https:\/\/www.federaltimes.com\/management\/leadership\/2021\/06\/24\/new-director-promises-to-address-unique-and-significant-challenges-to-opm\/\" target=\"_blank\">building personnel systems<\/a> that enable the federal government to be a model employer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The vision also intends to \u201cmake every federal job a good job,\u201d and asks agencies to \u201cclosely examine\u201d their compensation packages and pay equity while also providing easy access to union representation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAgencies should make it as easy as possible for their employees to communicate with union representatives and, if the employees choose, to join or organize a union,\u201d the guidance states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe administration\u2019s philosophy is that federal employee organizing is a good and productive workplace practice that it should facilitate. Managers and supervisors should remain neutral in all organizing campaigns, but also engage actively with their employees\u2019 unions on matters of consequence in the workplace.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Biden administration has styled itself as the \u201c<a href=\"https:\/\/www.federaltimes.com\/management\/2021\/10\/20\/white-house-mandates-more-transparent-union-rights-for-feds\/\" target=\"_blank\">most pro-union administration in history<\/a>,\u201d removing collective bargaining restrictions <a href=\"https:\/\/www.federaltimes.com\/management\/2021\/01\/22\/biden-orders-federal-employee-protections-minimum-wage-guarantees\/\" target=\"_blank\">imposed by the prior Trump administration <\/a>and requiring all federal agencies to include union information in employee orientations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fact, Miller characterized the agenda as \u201crepairing the damage done over time to the federal government.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agenda also intends to prioritize a \u201cfuture of federal work\u201d that allows for telework and remote work environments that use less federal office space.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The General Services Administration has already indicated that it is in the process of <a href=\"https:\/\/www.federaltimes.com\/acquisition\/gsa\/2021\/11\/02\/officials-say-its-a-smart-time-to-rethink-federal-office-spaces\/\" target=\"_blank\">evaluating federal office use<\/a>, particularly for leased space that will be up for renewal in the coming years, to find consolidation and cost saving opportunities. But agencies have yet to offer a concrete view of just how much telework will be available to their workforces post-pandemic and how much office space will be needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the vision document, more detailed plans for how the Biden administration plans to reform the government writ large will be released in early 2022, with the
