{"id":20560,"date":"2016-12-01T17:32:24","date_gmt":"2016-12-01T17:32:24","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2016\/12\/01\/opm-lays-out-pay-scale-incentives-for-federal-cyber-pros\/"},"modified":"2026-08-08T04:49:04","modified_gmt":"2026-08-08T04:49:04","slug":"opm-lays-out-pay-scale-incentives-for-federal-cyber-pros","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2016\/12\/01\/opm-lays-out-pay-scale-incentives-for-federal-cyber-pros\/","title":{"rendered":"OPM lays out pay scale, incentives for federal cyber pros"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Office of Personnel Management, in an effort to recruit more cybersecurity talent, has issued new guidance on pay flexibilities for agencies to attract cyber professionals.<br\/><br\/>In a Nov. 29 memo to chief human capital officers, acting OPM Director Beth Cobert outlined two documents that provide agency managers insight into compensation options, the &#8220;<a href=\"https:\/\/www.opm.gov\/policy-data-oversight\/pay-leave\/reference-materials\/handbooks\/compensation-flexibilities-to-recruit-and-retain-cybersecurity-professionals.pdf\" target=\"_blank\" title=\"Link: https:\/\/www.opm.gov\/policy-data-oversight\/pay-leave\/reference-materials\/handbooks\/compensation-flexibilities-to-recruit-and-retain-cybersecurity-professionals.pdf\">Compensation Flexibilities to Recruit and Retain Cybersecurity Professionals<\/a>&#8221; and the &#8220;<a href=\"https:\/\/www.opm.gov\/policy-data-oversight\/pay-leave\/pay-administration\/fact-sheets\/federal-employee-compensation-package\/\" target=\"_blank\" title=\"Link: https:\/\/www.opm.gov\/policy-data-oversight\/pay-leave\/pay-administration\/fact-sheets\/federal-employee-compensation-package\/\">Federal Employee Compensation Package: It&#8217;s More than Just Salary<\/a>&#8221; fact sheet. <br\/><br\/>&#8220;The <a href=\"https:\/\/www.whitehouse.gov\/sites\/default\/files\/omb\/memoranda\/2016\/m-16-15.pdf\" target=\"_blank\" title=\"Link: https:\/\/www.whitehouse.gov\/sites\/default\/files\/omb\/memoranda\/2016\/m-16-15.pdf\">Federal Cybersecurity Workforce Strategy<\/a> issued on July 12, 2016, details governmentwide actions to identify, expand, recruit, develop, retain and sustain a capable and competent cybersecurity workforce in key functional areas to address complex and ever-evolving cyber threats,&#8221; Cobert said in the memo. <br\/><br\/><\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;In this strategy, the U.S. Office of Personnel Management (OPM) commits to establishing programs to assist federal agencies in their use of existing flexibilities for compensation to recruit and hire highly-skilled cybersecurity talent.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The guidance outlines the special rates under the General Schedule that can be paid to IT management and computer professionals, but also outlines other incentive tools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, agency leaders can offer up to 25 percent of annual pay bonus for retaining an employee and 10 percent for a group of employees. There are also relocation incentives and student loan repayment up to $60,000.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">The incentives are meant to find new ways to attract talent in an already competitive field. A GS-11 IT manager at the highest compensation level would likely earn <a href=\"https:\/\/apps.opm.gov\/SpecialRates\/2016\/Table999C01012016.aspx\" target=\"_blank\" title=\"Link: https:\/\/apps.opm.gov\/SpecialRates\/2016\/Table999C01012016.aspx\">$80,825 under OPM\u2019s special compensation rate<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to LinkedIn Salary, an IT manager in the Washington, D.C. area can earn a median base salary of $100,000, but the federal salary falls within a range of $70,000-$145,000 for the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cyber and IT talent have been much sought after in the federal government following issues like the OPM hack of 2015 and the president\u2019s Cybersecurity National Action
