Dillingham appeared before a Senate panel Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The administration&#8217;s decision to add a citizenship question has provoked fears that some people won&#8217;t participate. States and advocacy groups have filed several lawsuits seeking to have the question removed.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/federal-oversight\/watchdogs\/2018\/09\/19\/census-bureau-still-struggles-to-estimate-costs-for-2020\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Census-photo-Cropped.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Census Bureau still struggles to estimate costs for 2020<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Census Bureau&#039;s cost estimates for the 2020 Census don&#039;t meet all reliability standards, according to the Government Accountability Office.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Republican Sen. Steve Daines of Montana tried to get Dillingham to weigh in, saying that citizens in &#8220;Montana should have more of a say in Washington D.C. than illegal immigrants harboring in sanctuary cities across the country, and having a breakdown of citizens and noncitizens in our country is common sense.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the nominee said: &#8220;I have no plans to voice an opinion on that question.&#8221;<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2018\/06\/11\/the-census-bureaus-very-costly-question-choice\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"196\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Wilbur-Ross.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Census Bureau\u2019s \u2018very costly\u2019 question choice<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Given three options for response to a Department of Justice request for a citizenship question on the 2020 Census, Commerce Secretary Wilbur Ross chose the most expensive.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Dillingham noted that the courts will determine whether the question is used and said he\u2019ll have to administer the census consistent with that decision. \u201cIt would be problematic, I think, to take a public position on that question,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier in the hearing, Dillingham said the Census Bureau has looked at the use of the citizenship question, &#8220;and they have identified the possibility that there could be changes in the responses.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the Census Bureau is planning follow-up work to get people to participate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I can assure the Census Bureau will apply all of its talents and all of its energies to getting a complete count,&#8221; Dillingham said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Trump administration announced in March it would include a citizenship question on the 2020 count, saying the Justice Department requested its inclusion to help with enforcement of voting rights laws. But documents released through a lawsuit show Commerce Secretary Wilbur Ross sought to include the question months earlier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democrats on the Senate Homeland Security and Governmental Affairs Committee said they wanted the panel to review how the decision evolved and whether Ross was truthful with lawmakers in stating that the Justice Department was responsible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt appears to me that a political decision was made to include the question, and then they sought Justice to ask for it so they could hang their hat on that peg. That\u2019s not being honest with us or the American people and it certainly demands oversight,\u201d said Sen.
