{"id":20997,"date":"2020-03-11T21:33:08","date_gmt":"2020-03-11T21:33:08","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2020\/03\/11\/the-dhs-cyber-agency-has-a-key-role-in-a-new-strategy\/"},"modified":"2026-08-08T18:04:36","modified_gmt":"2026-08-08T18:04:36","slug":"the-dhs-cyber-agency-has-a-key-role-in-a-new-strategy","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2020\/03\/11\/the-dhs-cyber-agency-has-a-key-role-in-a-new-strategy\/","title":{"rendered":"The DHS cyber agency has a key role in a new strategy"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.solarium.gov\/report\" target=_blank>major report<\/a> by the Cyberspace Solarium Commission wants to position the Department of Homeland Security\u2019s cybersecurity agency as the \u201ckey\u201d agency in strengthening cybersecurity efforts within the federal government and the private sector as part of a broader overhaul of the U.S. strategy for securing cyberspace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The recommendations in the report are another signal that Congress views DHS\u2019 Cybersecurity and Infrastructure Security Agency, which is <a href=\"https:\/\/www.fifthdomain.com\/congress\/capitol-hill\/2019\/12\/17\/the-dhs-cyber-agency-gets-massive-funding-boost\/\" target=\"_blank\">charged with protecting federal networks and critical infrastructure from cyberattacks<\/a>, as a critical piece of national security moving forward and plans to take action to bolster its authorities. The agency\u2019s critics, however, question whether CISA is toothless, without the authorities it needs to do its job. Outside of federal government, CISA is largely dependent on voluntary cooperation to deal with what is a a vast attack surface.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report, which makes <a href=\"https:\/\/www.fifthdomain.com\/congress\/capitol-hill\/2020\/03\/05\/panel-will-recommend-that-feds-can-declare-a-cyber-state-of-distress\/\" target=_blank>75 recommendations<\/a> as part of a three-pronged \u201clayered deterrence\u201d strategy, emphasizes that it\u2019s imperative that the <a href=\"https:\/\/www.fifthdomain.com\/congress\/capitol-hill\/2020\/03\/04\/heres-why-the-state-department-may-need-a-new-cyber-office\/\" target=_blank>federal government<\/a> and private sector strengthen their relationship. Central to that effort is CISA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe key is CISA, which we have tried to empower as the lead agency for federal cybersecurity and the private sector\u2019s preferred partner,\u201d commissioners wrote in the executive summary.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/congress\/2020\/03\/11\/congressional-report-outlines-new-american-cyber-strategy\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"190\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1_cover_mda.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Congressional report outlines new American cyber strategy<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Cyberspace Solarium Commission is unveiling its report and describes a new American strategy in cyberspace called layered cyber deterrence.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The underlying challenge for CISA is that most assets labeled critical infrastructure are operated by the private sector, like the electric grid, or by state and local governments, like election infrastructure \u2014 and CISA doesn\u2019t have the authority to direct their actions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To achieve a better relationship with the private sector, commissioners wrote that Congress needs to designate more funding for CISA\u2019s private-sector initiatives. According to the report, 60 percent of CISA\u2019s budget is for federal cybersecurity, with only 15 percent going toward private-sector initiatives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCongress should review CISA\u2019s budget and consider giving proportionally greater resources to projects and programs intended to support private-sector cybersecurity, to promote public-private integration, and to increase situational awareness of threat,\u201d the report says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CISA also needs to do more to protect federal networks, the commission wrote, recommending that Congress strengthen CISA\u2019s ability to do continuous threat hunting on .gov networks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cContinuous threat hunting on the .gov domain will enable CISA to quickly detect, identify and mitigate threats to federal networks,\u201d commissioners wrote. \u201cResulting information on malware, indicators of compromise, and adversary tactics, techniques and procedures can be shared with public and private critical infrastructure, which may be similarly targeted by these actors, to bolster their defenses.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commission also suggests raising the agency to an operational agency within DHS and making its director a deputy secretary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Cyberspace Solarium Commission was created by the 2019 National Defense Authorization Act and included members from inside and outside of government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reality is that CISA will need more funding in order to achieve the overhauls recommended in the report. But not all the recommendations need immediate funding, according to CISA Director Chris Krebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s a significant amount of the recommendations that we can implement right now,\u201d said Krebs, testifying in front of the House Homeland Security Committee\u2019s Subcommittee on Cybersecurity, Infrastructure Protection, &amp; Innovation March 11.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A CISA spokesperson didn\u2019t respond to a request seeking clarification of which recommendations CISA could implement right now.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/home\/2020\/02\/12\/whats-in-the-dhs-cyber-agencys-budget-request\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-890155054.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">What\u2019s in the DHS cyber agency\u2019s budget request<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">While funding requests fluctuated on two federal cybersecurity programs, the Cybersecurity and Infrastructure Security Agency also previewed some new investments it wants to make.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>New offices and tasks<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commission report recommends that Congress <a href=\"https:\/\/www.fifthdomain.com\/show-reporters\/rsa\/2020\/02\/26\/how-the-executive-branch-shaped-the-cyber-solarium-commission\/\" target=_blank>direct the executive branch<\/a> to start a one-year, comprehensive systems analysis of federal cyber and cybersecurity centers in order to improve information sharing, in part because of its \u201cunique position\u201d as the middleman between government and critical infrastructure operators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The review would identify challenges and potential solutions to better integrate federal cyber centers and the private sector with CISA\u2019s efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another recommendation suggests the creation of a Joint Cyber Planning Cell, housed at CISA, where staff from federal agencies with \u201coperational cyber capabilities\u201d will plan defense cybersecurity operations and will \u201cintegrate\u201d planning with the private sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe cell will be charged with coordinating planning for campaigns and operations to respond to and recover from a significant cyber incident or limit, mitigate, or defend against a coordinated, malicious cyber campaign targeting U.S. critical infrastructure,\u201d the commission recommends. \u201cThese plans should be developed through a deliberate planning process, accounting for all participating federal agency cyber capabilities and authorities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plans that the cell would create would help inform action by the National Security Council \u201cwhen an adversary campaign is identified or significant cyber incident occurs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Workforce realities<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The potential for new responsibilities for CISA means the agency will need more skilled employees. At his agency\u2019s budget hearing March 11, Krebs said his agency has more than 650 empty positions, with about 150 cybersecurity-related.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To try to reduce the hiring time, Krebs said that the agency is trying to reduce the amount of time it takes to get a job. Recently, he said, his agency launched a task force tasked with finding options to reduce time to hire. One of the challenges that Krebs wants to solve is the requirement that most cybersecurity jobs require a Top Secret clearance. In the hearing, Krebs said that he doesn\u2019t think that the CISA employees in the field necessarily need a TS clearance, whereas a Secret clearance could do.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Solarium commissioners, meanwhile, want CISA to attract the top talent in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want working at CISA to become so appealing to young professionals interested in national service that it competes with the NSA, the FBI, Google, and Facebook for top-level talent (and wins),\u201d the commissioners wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked by Rep. Mike Rogers, R-Ala., if his agency\u2019s salary and benefit package is adequate in the hearing, Krebs said he\u2019s confident in the tools his agency has, like tuition reimbursement and a retention bonus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI can actually I think generally compete in the market,\u201d Krebs said. \u201cCertainly not on the top, top, top end, but we can provide
